Demand for dual citizenship is particularly high in Latin America and Eastern Europe, where more than three million people have obtained a second citizenship from EU countries or the United States. Most citizenship seekers acquire EU citizenship by drawing on their ancestry or ethnic origin; others secure U.S. citizenship for their children by strategically planning their place of birth. Their aim is to gain a second, compensatory citizenship that would provide superior travel freedom, broader opportunities, an insurance policy, and even a status symbol. Drawing on extensive interviews and fieldwork, Yossi Harpaz analyzes three cases: Israelis who acquire citizenship from European-origin countries such as Germany or Poland; Hungarian-speaking citizens of Serbia who obtain a second citizenship from Hungary (and, through it, EU citizenship); and Mexicans who give birth in the United States to secure American citizenship for their children. It examines the relationship between integration and the legal frameworks of admission, stay and access to nationality by third country nationals at national and European levels. The Europeanisation of immigration policy has provoked the emergence of distinctive European approaches on integration. The legal elements of integration are being developed through two parallel settings: the EU Framework on Integration and European immigration law. These venues constitute two of the main pillars upon which the common EU immigration policy is being constructed, and their nexus raises several elements in need of reflection and study. This book examines the processes through which integration becomes a norm in nationality and immigration law and policy at the national and EU levels, and the implications of these processes for the legal status of third country nationals and the overall coherency of the common EU immigration policy.

The Exclusion of Immigrants from Welfare Programs fills this gap by taking advantage of a novel and original measure called the Immigrant Exclusion from Social Programs Index (IESPI), which includes twenty-five indicators regarding immigrants’ access to seven different social programs, for twenty-two countries, at four moments in time. The book includes an assessment of key trends, an investigation of the origins and consequences of variation, and four detailed country case studies of particular theoretical interest: Norway, Austria, Portugal, and the United States. This book addresses the urgent need to develop a fuller conceptual and theoretical basis for language testing than is currently available, to enable widespread discussion of this theme and the concomitant linguistic and cultural requirements. The policy proposals for civic integration have so far been conducted almost entirely at a national level, and with little regard for the experiences of a countries with long traditions of migration, such as the USA, Canada, the UK or Australia. At the same time, EU enlargment and the ongoing rise in the rate of migration into and across Europe suggest that these issues will continue to grow in importance. This book raises the level of discussion to take account of international developments and to promote a more coherent and soundly based debate.
