Waging Peace in Sudan shows how that war, which ultimately claimed two million deaths and twice as many displaced, was finally brought to an end. The talks were facilitated by Intergovernmental Authority on Development under Kenyan leadership, and supported by a 'Troika' of the US, UK, and Norway - whose intense engagement in the negotiations was critical for reaching the peace agreement in January 2005. Although the cast of characters in this drama ranged from President George W. Bush and Secretary of State Colin Powell to unnamed officials in East African hotels, two figures stood out: the SPLM/A Chairman, Dr. John Garang, and Ali Osman Taha, First Vice President of Sudan. The Department for International Development has quickly established and scaled up a full office in Juba and developed a four-year development and humanitarian aid programme amounting to some £360 million making South Sudan one of the largest recipients of UK bilateral aid. Regrettably, the delivery of DFID's programme is already at risk before it has properly begun with the humanitarian crisis created by the loss of South Sudan's oil revenue, combined with the increasing number of returnees and refugees arriving in the country and ongoing inter-tribal violence. The South Sudan government has introduced austerity measures to cope with the loss of 98% of its income but the UK, and other donors, cannot bankroll South Sudan through this austerity period. DFID has already re-focussed its development programmes away from long-term development towards supporting the most vulnerable people and saving lives. Overall, the Committee believes that DFID's programme is diverse and challenging, although it is too early to judge its success. There have been well-documented difficulties with both World Bank and UN administered pooled funds in South Sudan and there is concern at channelling aid through them. The emphasis that DFID gives to the equality of girls and women in its programme is welcomed and, despite the pressures and uncertainties this should be maintained

Book excerpt: Since the end of World War II and the founding of the United Nations, genocide, crimes against humanity and other war crimes—mass atrocities—have been explicitly illegal. When such crimes are committed, the international community has an obligation to respond: the human rights of the victims outweigh the sovereignty claims of states that engage in or allow such human rights violations. This obligation has come to be known as the responsibility to protect. Yet, parallel to this responsibility, two other related responsibilities have developed: to prosecute those responsible for the crimes, and to provide humanitarian relief to the victims—what the author calls the responsibility to palliate. Even though this rhetoric of protecting those in need is well used by the international community, its application in practice has been erratic at best. In International Responses to Mass Atrocities in Africa, Kurt Mills develops a typology of responses to mass atrocities, investigates the limitations of these responses, and calls for such responses to be implemented in a more timely and thoughtful manner. Mills considers four cases of international responses to mass atrocities—in Rwanda, the Democratic Republic of the Congo, Uganda, and Darfur—putting the cases into historical context and analyzing them according to the typology, showing how the responses interact. Although all are intended to address human suffering, they are very different types of actions and accomplish different things, over different timescales, on different orders of magnitude, and by very different types of actors. But the critical question is whether they accomplish their objectives in a mutually supportive way—and what the trade-offs in using one or more of these responses may be. By expanding the understanding of international responsibilities, Mills provides critical analysis of the possibilities for the international community to respond to humanitarian crises.
