Citizen Soldiers and Manly Warriors: Military Service and Gender in the Civic Republican Tradition provides an in-depth analysis of the theory and practice of the citizen-soldier in historical context. Using a postmodern feminist lens, Snyder reveals that within the citizen-soldier tradition, citizenship and masculinity are simultaneously constituted through engagement in civic and martial practices. Seeking to sever the connection between masculinity and citizenship, Snyder calls for women to make 'gender trouble' by engaging in the practices traditionally constitutive of masculine republican citizenship. However, in order to reconstitute the Citizen-Soldier traditionDthe only tradition we have that holds the military up to democratic standardsDwe must not only 'trouble' but also reconfigure our understandings of gender and citizenship. Thus gender parity in the American military is not enough. We must also change the type of masculinity produced by the military, reintroduce the military to its civic purposes, expand the 'citizenship of civic practices' to include other non-martial forms of service, and give citizens a greater role in political decision making.

Book excerpt: This book examines the creation of ‘national armies’ through compulsory military service in France and Prussia during the French Revolution and the Prussian Reform Period. The French Revolution tried to establish military and political structures in which the armed forces and society would merge. In order to ensure that the army would never become a means of oppression against the people, the whole population should thus ‘be’ the army. Defeated by the enormous military potential that these new political settings had unchained in France, Prussia adapted the French innovations to its own needs, thus laying the basis for its contributions to the victories of the coalition troops in 1813-15. Conscription had implications that went beyond the purely military sphere and involved assumptions about the nature of the state and its relationship to its citizens. It was the material basis of Napoleon’s campaigns and of the German ‘wars of national liberation’ of 1813-15, before becoming a cornerstone of the Prussian Reforms and the creation of a civil society ‘from above’. Military service has therefore been one of the most essential and contradictory institutions of the modern nation-state. Citizens, Soldiers and National Armies will be of interest to historians of modern Europe, military historians and students of intellectual history in general.

In the Wake of War traces how volunteer and even professional soldiers found themselves tasked with the unprecedented project of wartime and peacetime military occupation, initiating a national debate about the changing nature of American military practice that continued into Reconstruction. In the Mexican-American War and the Civil War, citizen-soldiers confronted the complicated challenges of invading, occupying, and subduing hostile peoples and nations. Drawing on firsthand accounts from soldiers in United States occupation forces, Andrew F. Lang shows that many white volunteers equated their martial responsibilities with those of standing armies, which were viewed as corrupting institutions hostile to the republican military ethos. With the advent of emancipation came the enlistment of African American troops into Union armies, facilitating an extraordinary change in how provisional soldiers interpreted military occupation. Black soldiers, many of whom had been formerly enslaved, garrisoned regions defeated by Union armies and embraced occupation as a tool for destabilizing the South’s long-standing racial hierarchy. Transcending boundaries of class and race, the Bill enabled a sizable portion of the hallowed "greatest generation" to gain vocational training or to attend college or graduate school at government expense. Its beneficiaries had grown up during the Depression, living in tenements and cold-water flats, on farms and in small towns across the nation, most of them expecting that they would one day work in the same kinds of jobs as their fathers. Then the G.I. Bill came along, and changed everything. They experienced its provisions as inclusive, fair, and tremendously effective in providing the deeply held American value of social opportunity, the chance to improve one's circumstances. They become chefs and custom builders, teachers and electricians, engineers and college professors. But the G.I. Bill fueled not only the development of the middle class: it also revitalized American democracy. Americans who came of age during World War II joined fraternal groups and neighborhood and community organizations and took part in politics at rates that made the postwar era the twentieth century's civic "golden age." Drawing on extensive interviews and surveys with hundreds of members of the "greatest generation," Suzanne Mettler finds that by treating veterans as first-class citizens and in granting advanced education, the Bill inspired them to become the active participants thanks to whom memberships in civic organizations soared and levels of political activity peaked. Mettler probes how this landmark law produced such a civic renaissance. Most fundamentally, she discovers, it communicated to veterans that government was for and about people like them, and they responded in turn. Even though blacks fought and died in all American wars, their own freedom was usually restricted or denied. In many ways, World War II exposed this contradiction. As demand for manpower grew during the war, government officials and military leaders realized that the war could not be won without black support. To generate African American enthusiasm, the federal government turned to mass media. Several government films were produced and distributed, movies that have remained largely unexamined by scholars. Kathleen M. German delves into the dilemma of race and the federal government's attempts to appeal to black patriotism and pride even while postponing demands for equality and integration until victory was achieved. German's study intersects three disciplines: the history of the African American experience in World War II, the theory of documentary film, and the study of rhetoric. One of the main films of the war era, The Negro Soldier, fractured the long tradition of degrading minstrel caricatures by presenting a more dignified public image of African Americans. Along with other government films, the narrative within The Negro Soldier transformed the black volunteer into an able soldier. It included African Americans in the national mythology by retelling American history to recognize black participation. As German reveals, through this new narrative with more dignified images, The Negro Soldier and other films performed rhetorical work by advancing the agenda of black citizenship.
