The Stalin-era navy generally reflected the Soviet World War II experience but did not reflect the impact of nuclear weapons nor did it represent any real expeditionary capability-the Soviet Navy was seldom seen outside of home waters. When Stalin died the Navy lost its patron. After Khrushchev became First Secretary of the party in 1955, the decisively altered Stalin's naval policy and the direction of military policy and doctrine in general. His vision for the navy was not without precedent. In the earliest days of the Communist state until the early 1930s, the navy and naval thinking was dominated by ex-Tsarist officers, the "old school" theorists, who advocated the development of a high-seas fleet analogous in composition and intent to the fleets of other naval powers.

As suggested by the title, the Soviet bloc military machine that held the West in awe for most of the Cold War does not appear from the inside as formidable as outsiders often believed, nor were its strengths and weaknesses the same at different times in its surprisingly long history, extending for almost half a century. The introductory study by Mastny assesses the controversial origins of the "superfluous" alliance, its subsequent search for a purpose, its crisis and consolidation despite congenital weaknesses, as well as its unexpected demise. Most of the 193 documents included in the book were top secret and have only recently been obtained from Eastern European archives by the PHP project. The Bulgarian Air Force was radically reformed in the Soviet style and rapidly re-equipped with huge numbers of front-line aircraft.The strengthening of the Bulgarian air arm became a high priority as the Cold War in the Balkans gathered speed, and small incidents near the southern and western borders of the country began to occur with increasing frequency. The extensive 'Sovietisation' of the Bulgarian air arm led to the eventual change of its official title in late 1949, becoming identical to its Soviet counterpart, the Voennovazdushni Sily (VVS), featuring a structure identical to that of a Soviet front-line air army.In April 1951, the Bulgarian Air Force entered the jet era with the delivery of the first batch of Yak-23 fighters, followed not after long by the MiG-15.The hot period of the Cold War in the early and mid-1950s saw frequent night overflights by US aircraft ferrying CIA teams to be delivered by parachute to Bulgarian territory, and often to Romania and the southern parts of the Soviet Union.This tense situation required a constant high alert state, but the Bulgarian jet fighters and anti-aircraft artillery proved largely unsuccessful in countering the night intrusions. They were more successful, however, in countering the flights of high-altitude balloons with photo reconnaissance equipment launched by the US intelligence in an effort to gather information on the countries behind the Iron Curtain.The only occasion of a foreign aircraft being shot down was El Al Flight 402, a Super Constellation on a regular passenger flight between London to Tel Aviv via Vienna and Istanbul. The ill-fated airliner, known as one of the greatest victims of the Cold War tensions, nervousness and distrust, was attacked by Bulgarian MiG-15 fighters on 27 June 1955 after it erroneously strayed off course into Bulgarian territory, killing all 58 people onboard.The formation of the Soviet Union-dominated Warsaw Pact Treaty Organisation on May 14, 1956 heralded the beginning of a new era in the VVS' development. As one of the most enthusiastic Warsaw Pact members, Bulgaria was readily supplied with huge numbers of combat jets, anti-aircraft artillery, surface-to-air missile systems and early warning radars in an effort to boost up the pact's southern flank defence.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
