First modified and sent to Southeast Asia (SEA) in 1966 to replace theater unconventional warfare (UW) assets that were limited in both lift capability and speed the Talon I quickly adapted to theater UW tasking including infiltration and resupply and psychological warfare operations into North Vietnam. After spending four years in SEA and maturing into a highly respected UW weapons system the Joint Chief of Staff (JCS) chose the Combat Talon to lead the night low-level raid on the North Vietnamese prison camp at Son Tay. Despite the outcome of the operation the Talon I cemented its reputation as the weapons system of choice for long-range clandestine operations. In the period following the Vietnam War United States Air Force (USAF) special operations gradually lost its political and financial support which was graphically demonstrated in the failed Desert One mission into Iran. Thanks to congressional supporters like Earl Hutto of Florida and Dan Daniel of Virginia funds for aircraft upgrades and military construction projects materialized to meet the ever-increasing threat to our nation. Under the leadership of such committed hard-driven officers as Brenci Uttaro Ferkes Meller and Thigpen the crew force became the most disciplined in our Air Force. It was capable of penetrating hostile airspace at night in a low-level mountainous environment covertly to execute any number of unconventional warfare missions.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. Other topics cover policy toward Latin America Africa, China, and Southeast Asia. The book is also a history of the Defense Department, including the continual development of the All-Volunteer Force and the organizational changes that saw improved policy formulation and acquisition decisions. The project was designed to answer questions of program operation and effectiveness, including the quality of the research projects being conducted under the SBIR program, the commercialization of the research, and the program's contribution to accomplishing agency missions. This report summarizes the presentations at a symposium exploring the effectiveness of Phase III of the SBIR program (the commercialization phase), during which innovations funded by Phase II awards move from the laboratory into the marketplace. No SBIR funds support Phase III; instead, to commercialize their products, small businesses are expected to garner additional funds from private investors, the capital markets, or from the agency that made the initial award.

Book excerpt: U.S. Army aviation expanded dramatically in both size and breadth of activities after its inception in 1942, but much of its post-World War II history, particularly after the establishment of the Air Force as an independent service by the national Security Act of 1947, has been relatively neglected. Despite a certain amount of jockeying for position by both services, particularly in the early years after their separation, the Army was able to carve out a clear transport and operational combat role for its own air arm. "A History of Army Aviation - 1950-1962" examines the development of the Army's air wing, especially for air support of ground troops, both in terms of organization and in relation to the ongoing friction with the Air Force. After describing the rapid expansion of purely Army air power after 1950 and the accompanying expansion of aviation training, the book delves into the reorganization of aviation activities within a Directorate of Army Aviation. It also provides a valuable account of the successful development of aircraft armament, perhaps the most significant advance of this period. In particular, intensive experimentation at the Army Aviation School led to several practical weapons systems and helped to prove that weapons could be fired from rotary aircraft. This arming of the helicopter was to have a profound effect on both Army organization and combat doctrine, culminating in official approval of the armed helicopter by the Department of the Army in 1960. "A History of Army Aviation - 1950-1962" also explores the development of new aircraft between 1955 and 1962, including the UH-1 medical evacuation, transport, and gunship helicopter and the HC-1 cargo copter. In addition, the book discusses the Berlin Crisis of 1961 as an impetus for immediate and unexpected expansion of army aviation, quickly followed by the beginnings of intervention in Vietnam by the end of 1962.
