Book excerpt: U.S. strategists have become increasingly concerned that an adversary might use "antiaccess" strategies to interfere with our ability to deploy or operate military forces overseas. The authors analyzed Chinese military-doctrinal publications to see what strategies China might employ in the event of a conflict with the United States. They then assessed how these strategies might affect U.S. military operations and identified ways to reduce these effects. It appears possible that China could use antiaccess strategies to defeat the United States in a conflict--not in the sense of destroying the U.S. military but in the sense of accomplishing China's military and political objectives while preventing the United States from accomplishing all or some of its own. The United States can, however, take steps to counter such threats, including strengthening active and passive defenses at theater air bases, diversifying basing options for aircraft, and strengthening defenses against covert operative attack. In addition, the U.S. military needs to acquire or improve its capabilities in a number of areas, including ballistic and cruise missile defense, antisubmarine warfare, and minesweeping.

Although it probably has been deployed in small numbers, additional challenges and tests remain. This study examines the ASBM’s capability and history, showing how the DF-21D meets multiple priorities in Chinese defense modernization and in the national security bureaucracy, as well its implications for the United States. The ASBM’s physical threat to U.S. Navy ships will be determined by the development of associated systems and organizations, which currently limit data fusion and coordination in the complex task of identifying a U.S. aircraft carrier in the open ocean. Still, the ASBM poses a direct threat to the foundations of U.S. power project in Asia and will undermine the U.S. position, unless efforts to counter its political-military effects are taken.

China's fighter aircraft capabilities have surpassed those of Taiwan in the air. Furthermore, China now has the capability to destroy all of Taiwan's aircraft at their bases. Thus, Taiwan needs to rethink how it can accomplish its air defense goals. Fighter aircraft are not the only element of Taiwan's air defense; surface-to-air missiles are the other major element. This report analyzes how Taiwan might approach air defense, by downsizing and shifting its fighter aircraft force to focus on coercive scenarios, increasing its investment in surface-to-air missiles, and dedicating its surface-based air defense to becoming an enduring warfighting capability able to contribute throughout the duration of a sustained and effective defense of Taiwan. It describes the essential air defense problem posed by the People's Liberation Army, characterizes the current capabilities and level of funding that Taiwan invests in air defense, and then develop several alternative investment strategies. It describes the concepts for employing forces that the PLAAF is likely to implement in the future, analyzes how those concepts might be realized in a conflict over Taiwan, assesses the implications of China implementing these concepts, and provides recommendations about actions that should be taken in response.
