Buddhist monastics, however, cross a number of these different framings: They are part of local communities, are governed through national legal frameworks, and participate in both national and transnational Buddhist networks. Educating Monks makes visible the ways Buddhist communities are shaped by all of the above—collectively and often simultaneously. Educating Monks examines a minority Buddhist community in Sipsongpannā, a region located on China’s southwest border with Myanmar and Laos. Its people, the Dai-lue, are “double minorities”: They are recognized by the Chinese state as part of a minority group, and they practice Theravāda Buddhism, a minority form within China, where Mahāyāna Buddhism is the norm. Theravāda has long been the primary training ground for Dai-lue men, and since the return of Buddhism to the area in the years following Mao Zedong’s death, the Dai-lue have put many of their resources into providing monastic education for their sons. However, the author’s analysis of institutional organization within Sipsongpannā, the governance of religion there, and the movements of monks (revealing the “ethnoscapes” that the monks of Sipsongpannā participate in) points to educational contexts that depend not just on local villagers, but also resources from the local (Communist) government and aid form Chinese Mahāyāna monks and Theravāda monks from Thailand and Myanmar. While the Dai-lue monks draw on these various resources for the development of the sangha, they do not share the same agenda and must continually engage in a careful political dance between villagers who want to revive traditional forms of Buddhism, a Chinese state that is at best indifferent to the continuation of Buddhism, and transnational monks that want to import their own modern forms of Buddhism into the region. Based on ethnographic fieldwork and interviews with Dai-lue monks in China, Thailand, and Singapore, this ambitious and sophisticated study will find a ready audience among students and scholars of the anthropology of Buddhism, and religion, education, and transnationalism in Southeast and East Asia.

Book excerpt: Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. About the author James Leibold is a senior lecturer in Politics and Asian Studies at La Trobe University in Melbourne, Australia. He is the author of Reconfiguring Chinese Nationalism (2007) and co-editor of Critical Han Studies (2012) and Minority Education in China (forthcoming). His research on ethnicity, nationalism, and race in modern China has appeared in The China Journal, The China Quarterly, The Journal of Asian Studies, Modern China, and other publications.

Although the policy claims to promote bilingual education, it is in practice, leading to the gradual replacement of Tibetan by Chinese as the medium of instruction in primary schools throughout the region, except for classes studying Tibetan as a language. This report details how state polices now mean that more primary schools and even kindergartens use Chinese as the teaching language for Tibetan students, and documents the impact on Tibetan families and children. Since the policies were introduced, Tibetans have staged protests against them, and written documents by students, scholars, and others attest to continuing concern about the direction of China's education policies for Tibetans. Human Rights Watch urges the Chinese government to ensure that all Tibetan children can learn in and use Tibetan, to end policies that erode access to mother tongue education, and to end repression of peaceful activism in support of language rights.

Book excerpt: This edited collection of essays answers a basic question posed by contemporary discourse on state building: How might people's identification with a particular ethnic group matter? Essays in this book use an integrated, multi-disciplinary approach to understanding regional and local community culture and socio-political development in developing countries-especially in Sub-Saharan Africa-to argue that the state, as well as civil society, confers on cultural differences a legitimacy that can be achieved in no other way but by positive cooperation. Contributors from different countries look at local patterns in state building and modernization as they have unfolded over the course of the last fifty years. They claim that the people and ethnic groups in most developing countries adhere to a concept of popular sovereignty that testifies that aspects of positive and moral ethnicity can contribute to social change as in China, economic development as in India, or in a democratization process as in Rwanda and Burundi. The eventual methodological assumption made by these essays presumes that ethnic conflicts in such countries as Cyprus, Turkey, India, and Rwanda have no moral sanction; ethnicity has not assumed a political ideology. One conclusion reached by the contributors is that some form of accommodation between opposing ethnically diversified groups, as well as between state and ethnic elements, is feasible.
