As well as growing military pressure, the PRC's irredentist policy is premised on encouraging cross-Straits economic integration. Responding to preferential measures, Taiwanese industrialists have invested massively in the PRC, often relocating their businesses there. Fragments of a nation torn apart by contradictory claims, these entrepreneurs are vectors of a new form of unification imposed by the main- land, promoted but postponed on the island by the Nationalist Party, and rejected by Taiwanese pro-independence parties. Within what can be described as an unfinished civil war, socio-economic dynamics remain embedded in conflicts over sovereignty. Trans- national actors have freed themselves from security constraints, thereby benefiting economically from a reformist China, and ultimately restructuring politics in Taiwan itself, and, in so doing, relations between Beijing and Taipei. A fictitious depoliticization has governed the opening of the Sino-Taiwanese border in order to postpone any resolution of the sovereignty issue. Mengin's startlingly original book highlights the competing, and fragmented, elements within one of the world's most intractable territorial disputes.

Book excerpt: To help the U.S. Air Force assess the resources the government of the People's Republic of China is likely to spend on its military over the next two decades, this study projects future growth in Chinese government expenditures as a whole and the military in particular, evaluates the current and likely future capabilities of China's defense industries, and compares likely future Chinese expenditures on defense with recent expenditures by the United States and the U.S. Air Force. Although economic growth in China is destined to slow, output will still triple by 2025. In addition, government reforms hold the promise of improving the weak performance of China's defense industries. Although the researchers' high-end forecast of military expenditures is based on the assumption that the Chinese government would be able to spend 5.0 percent of GDP on defense, they believe that pressures within China to increase social spending on health care, pensions, education, and the environment, coupled with the costs of paying the Chinese government's liabilities, make it more likely that military spending will not rise above 2.3 percent of GDP. Using a combination of projected market and purchasing power parity exchange rates, the authors forecast that Chinese military spending is likely to rise from an estimated $69 billion in 2003 to $185 billion by 2025-approximately 61 percent of what the Department of Defense spent in 2003.

Book excerpt: This monograph examines Chinese military engagement with Latin America in five areas (1) meetings between senior military officials, (2) lower-level military-to-military interactions, (3) military sales, (4) military-relevant commercial interactions, and (5) Chinese physical presence within Latin America with military-strategic implications. It finds that the level of PRC military engagement with the region is higher than is generally recognized, and has expanded in important ways in recent years: High-level trips by Latin American defense and security personnel to the PRC and visits by their Chinese counterparts have become commonplace. The volume and sophistication of Chinese arms sold to the region has increased. Officer exchange programs, institutional visits, and other lower-level ties have also expanded. Chinese military personnel have begun participating in operations in the region in a modest, yet symbolically important manner. The monograph also argues that, in the short term, PRC military engagement with Latin America does not focus on establishing alliances or base access to the United States, but rather, supporting objectives of national development and regime survival, such as building understanding and political leverage among important commercial partners, creating the tools to protect PRC interests in countries where it does business, and selling Chinese products and moving up the value added chain in strategically important sectors. It concludes that Chinese military engagement may both contribute to legitimate regional security needs, and foster misunderstanding. It argues that the U.S. should work for greater transparency with The PRC with regard to those activities, as well as to analyze how the Chinese presence will impact the calculation of the region¿s actors in the context of specific future scenarios.
