To answer this profound political as well as theoretical question, Jie Chen explores attitudinal and behavioral orientation of China's new middle class to democracy and democratization. Chen's work is based on a unique set of data collected from a probability-sample survey and in-depth interviews of residents in three major Chinese cities, Beijing, Chengdu and Xi'an--each of which represents a distinct level of economic development in urban China-in 2007 and 2008. The empirical findings derived from this data set confirm that (1) compared to other social classes, particularly lower classes, the new Chinese middle class-especially those employed in the state apparatus-tends to be more supportive of the current Party-state but less supportive of democratic values and institutions; (2) the new middle class's attitudes toward democracy may be accounted for by this class's close ideational and institutional ties with the state, and its perceived socioeconomic wellbeing, among other factors; (3) the lack of support for democracy among the middle class tends to cause this social class to act in favor of the current state but in opposition to democratic changes. The most important political implication is that while China's middle class is not likely to serve as the harbinger of democracy now, its current attitudes toward democracy may change in the future. Such a crucial shift in the middle class's orientation toward democracy can take place, especially when its dependence on the Party-state decreases and perception of its own social and economic statuses turns pessimistic. The key theoretical implication from the findings suggests that the attitudinal and behavioral orientations of the middle class-as a whole and as a part-toward democratic change in late developing countries are contingent upon its relationship with the incumbent state and its perceived social/economic wellbeing, and the middle class's support for democracy in these countries is far from inevitable.

Consequently the progress, or lack of progress, of China's transition to democracy has become a central concern of the international community. This timely collection brings together many well-known scholars to systematically explore China's current government and assess that transition toward democracy. The contributors seek to bridge the gap between normative theories of democracy and empirical studies of China's political development by providing a comprehensive overview of China's domestic history, economy, and public political ideologies. Overall the volume contends that Chinese culture and Confucianism are not the obstacles to democratic transition that some scholars have said they are, and that the success of market reforms has eroded authoritarian rule. This weakening does not guarantee a successful transition, however, and the contributors show that there are many reasons to be skeptical about the short-term prospects for democracy in China, including historical failures, the underdevelopment of civil society, political apathy, and competing social values. Though China's political culture is essentially neither anti-democratic not pro-democratic, it must still overcome many obstacles in order to achieve democracy.

However, contrary to Western expectations, China remains an authoritarian country and the communist party is still in power, even though the country has witnessed rapid economic growth and its people have become richer. In Marketization and Democracy in China, Jianjun Zhang questions whether China’s market reforms have created favorable social conditions for democracy, whether the country’s emerging entrepreneurial class will serve as the democratic social base, and the role of government in the process of transition. Based upon a careful analysis of two regions—Sunan and Wenzhou —the two prototypical local development patterns in China, Zhang finds that different patterns of economic development have produced distinct local-level social and political configurations, only one of which is likely to foster the growth of democratic practices. The results suggest that China’s political future is largely dependent upon the emerging class structure and offer a warning on China’s development: if market reforms and economic development only enrich a few, then democratic transition will be unlikely. Marketization and Democracy in China will be of interest to scholars of Chinese politics, political science and development studies.

Yet Asia’s record of democratization has been much more uneven, despite the global correlation between development and democracy. Why have some Asian countries become more democratic as they have grown richer, while others—most notably China—haven’t? In From Development to Democracy, Dan Slater and Joseph Wong offer a sweeping and original answer to this crucial question. Slater and Wong demonstrate that Asia defies the conventional expectation that authoritarian regimes concede democratization only as a last resort, during times of weakness. Instead, Asian dictators have pursued democratic reforms as a proactive strategy to revitalize their power from a position of strength. Of central importance is whether authoritarians are confident of victory and stability. In Japan, South Korea, and Taiwan these factors fostered democracy through strength, while democratic experiments in Indonesia, Thailand, and Myanmar were less successful and more reversible. At the same time, resistance to democratic reforms has proven intractable in Singapore, Malaysia, Hong Kong, China, Vietnam, and Cambodia. Reconsidering China’s 1989 crackdown, Slater and Wong argue that it was the action of a regime too weak to concede, not too strong to fail, and they explain why China can allow democracy without inviting instability. Book excerpt: Since Deng Xiaoping instituted economic reforms under the "reform and open" policy in 1978, the Chinese Communist Party has overseen a gradualist approach to modernizing China's economy. A new Chinese middle class has emerged with China's economic reforms and economic growth. According to Seymour Martin Lipset's modernization theory, there is a strong relationship between socioeconomic development and the emergence of democratic politics. The growth of an educated middle class, according to Lipset, will demand democratization as a means to achieve more participation in politics. This thesis assesses the validity of Lipset's argument that socioeconomic development is likely to result in a democratic transition through the growth of a liberal middle class in the case of contemporary China. This assessment assesses how closely China's middle class fits Lipset's model and whether China's middle class displays characteristics that suggest that Lipset's framework of democratization will hold true in China. Since spreading democracy around the world was reasserted as a long-range U.S. objective in the early 1990s, attention has focused on prospects for democratization in China. This thesis illuminates the political implications of China's growing middle class and argues that China's economic modernization does not guarantee democratization. This is important because the rationale for American politics of engagement with China rests in part on the assertion that economic growth over the long run may lead to China's democratization. Modern China regards power and wealth as primary goals and treats a strong state as a major means to these ends. Such a preference puts democracy on a back burner. Employing a theoretical framework which consists of five factors—historical legacies, local forces, the world system, socialist values, and economic development—Hu shows that, while all of these factors were at work in all eras, each assumes a special significance in a particular period. Traditional China before the 1911 Revolution attempted to adjust itself to a new, Western-dominated world. In the Republican era, the control of local forces topped the political agenda. Nationalist China sought to survive and develop in the world system, while Maoist China set for itself the task of building a socialist state. And, of course, economic development has been the priority of the Deng era. As Hu shows, these five factors have had determining impacts on the long struggle for democracy in China.
