Book excerpt: This book offers a comprehensive examination of China–South Korea relations after their diplomatic normalization in 1992, paying close attention to the most recent controversies in the bilateral relationship after the turn of the century. Inspired by the sharp contrast between their booming economic exchanges and declining political relations in recent years, this book posits that the so-called “end of China–South Korea honeymoon” actually reflects two emerging features in the bilateral relationship. The first is a process of strategic adjustments in East Asia prompted by the new reality of a rising China, and to a lesser extent, a rising South Korea. The second regards both countries’ domestic politics: traditional state autonomy in foreign policymaking is being challenged by better-informed and more assertive general publics who raise, frame, and highlight issues and effectively press their governments for action. In this book, the developments of China–South Korea relations are analyzed from a broader historical and theoretical perspective. Historically, the developments in the bilateral relationship are seen as a sign of transitions in a changing internal and external context. Theoretically, a comprehensive framework is constructed to integrate intergovernmental interactions (conventional diplomacy), semi- and non-official contacts (public diplomacy), and each country’s domestic political institutions. The analysis reveals a complicated and dynamic process that defines the bilateral relationship in the new century.

In South Korea at the Crossroads, Scott A. Snyder examines the trajectory of fifty years of South Korean foreign policy and offers predictions—and a prescription—for the future. Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. A series of shifts in South Korean foreign relations followed: the “Nordpolitik” engagement with the Soviet Union and China at the end of the Cold War; Kim Dae Jung’s “Sunshine Policy,” designed to bring North Korea into the international community; “trustpolitik,” which sought to foster diplomacy with North Korea and Japan; and changes in South Korea’s relationship with the United States. Despite its rise as a leader in international financial, development, and climate-change forums, South Korea will likely still require the commitment of the United States to guarantee its security. Although China is a tempting option, Snyder argues that only the United States is both credible and capable in this role. South Korea remains vulnerable relative to other regional powers in northeast Asia despite its rising profile as a middle power, and it must balance the contradiction of desirable autonomy and necessary alliance.

Book excerpt: With the coming of so-called G2 era, guaranteeing cooperation with China is a rising strategic task when it comes to the North Korean problem and Korean reunification. There is a clear limit, however, in guaranteeing Chinese cooperation due to the Republic of Korea (ROK) and China’s different perceptions on Korean reunification while economic interdependence between these two states is increasing. In international society, cooperation could be achieved on the basis of shared interests, but issue by issue, shared interests in and of themselves may not be enough. “Strategic leverage,” in other words, might be necessary in order to induce some kind of inter-state cooperation. This research was undertaken in the context of the above-mentioned questions, with regard to building up diplomatic leverage that could lead to possible ways to induce Chinese cooperation. This research was undertaken in the context of cooperation with Florence Lowe-Lee at the Global America Business Institute; Dr. Jae H. Ku at the U.S.-Korea Institute at SAIS, Johns Hopkins University; and Professor David Hawk at the City University of New York. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Book excerpt: At first, it might not seem surprising to have a formal military alliance that has endured more than 4 decades between two communist neighbors, China and North Korea. After all, their armed forces fought shoulder-to-shoulder in the Korean War 50 years ago. However, Beijing's ties to Pyongyang have weakened considerably over time, and China now has much better and stronger relations with the free market democracy of South Korea than it does with the totalitarian, centrally planned economy of North Korea. In many ways Pyongyang has become a Cold War relic, strategic liability, and monumental headache for Beijing. Nevertheless, the China-North Korea alliance remains formally in effect, and Beijing continues to provide vital supplies of food and fuel to the brutal and repressive Pyongyang regime. Since the ongoing nuclear crisis on the Korean Peninsula, which emerged in October 2002, the United States and other countries have pinned high hopes on Chinese efforts to moderate and reason with North Korea. Beijing's initiative to bring Pyongyang to the table in the so-called Six-Party Talks and host them seems to substantiate these hopes. Yet, as the author points out, it would be unrealistic to raise one's expectations over what China might accomplish vis-à-vis North Korea. Beijing plays a useful and important role on the Korean Peninsula, but in the final analysis, the author argues that there are significant limitations on China's influence both in terms of what actions Beijing would be prepared to take and what impact this pressure can have. If this analysis is correct, then North Korea is unlikely to mend its ways anytime soon

Book excerpt: Early in the seventeenth century, Northeast Asian politics hung in a delicate balance among the Chosŏn dynasty in Korea, the Ming in China, and the Manchu. When a Chosŏn faction realigned Korea with the Ming, the Manchu attacked in 1627 and again a decade later, shattering the Chosŏn-Ming alliance and forcing Korea to support the newly founded Qing dynasty. The Korean scholar-official Na Man’gap (1592–1642) recorded the second Manchu invasion in his Diary of 1636, the only first-person account chronicling the dramatic Korean resistance to the attack. Partly composed as a narrative of quotidian events during the siege of Namhan Mountain Fortress, where Na sought refuge with the king and other officials, the diary recounts Korean opposition to Manchu and Mongol forces and the eventual surrender. Na describes military campaigns along the northern and western regions of the country, the capture of the royal family, and the Manchu treatment of prisoners, offering insights into debates about Confucian loyalty and the conduct of women that took place in the war’s aftermath. His work sheds light on such issues as Confucian statecraft, military decision making, and ethnic interpretations of identity in the seventeenth century. Translated from literary Chinese into English for the first time, the diary illuminates a traumatic moment for early modern Korean politics and society. George Kallander’s critical introduction and extensive annotations place The Diary of 1636 in its historical, political, and military context, highlighting the importance of this text for students and scholars of Chinese and East Asian as well as Korean history.
