In this explosive book, Sean Roberts reveals how China has been using the US-led global war on terror as international cover for its increasingly brutal suppression of the Uyghurs, and how the war's targeting of an undefined enemy has emboldened states around the globe to persecute ethnic minorities and severely repress domestic opposition in the name of combatting terrorism. In 2008, as the People's Republic of China pointed over a thousand missiles across the Taiwan Strait, it sent millions of tourists in the same direction with the encouragement of Taiwan's politicians and businesspeople. Contrary to the PRC's efforts to use tourism to incorporate Taiwan into an imaginary "One China," tourism aggravated tensions between the two polities, polarized Taiwanese society, and pushed Taiwanese popular sentiment farther toward support for national self-determination. Consequently, Taiwan was performed as a part of China for Chinese group tourists versus experienced as a place of everyday life. Taiwan's national identity grew increasingly plural, such that not just one or two, but many Taiwans coexisted, even as it faced an existential military threat. Ian Rowen's treatment of tourism as a political technology provides a new theoretical lens for social scientists to examine the impacts of tourism in the region and worldwide.

In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

The military threat is only half the danger as China aggressively pursues regional and international control using a variety of non-military forces, including economic, cyber and space warfare and large-scale influence operations. Book excerpt: An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.
