Available in PDF, EPUB and Kindle. Book excerpt: In this incisive analysis of one of the most spectacular economic breakthroughs in the Deng era, Jean C. Oi shows how and why Chinese rural-based industry has become the fastest growing economic sector not just in China but in the world. Oi argues that decollectivization and fiscal decentralization provided party officials of the localities—counties, townships, and villages—with the incentives to act as entrepreneurs and to promote rural industrialization in many areas of the Chinese countryside. As a result, the corporatism practiced by local officials has become effective enough to challenge the centrality of the national state. Dealing not only with the political setting of rural industrial development, Oi's original and strongly argued study also makes a broader contribution to conceptualizations of corporatism in political theory. Oi writes provocatively about property rights and principal-agent relationships and shows the complex financial incentives that underpin and strengthen the growth in local state corporatism and shape its evolution. This book will be essential for those interested in Chinese politics, comparative politics, and communist and post-communist systems.

Available in PDF, EPUB and Kindle. Book excerpt: In the midst of global economic development, the world is rapidly running out of resources. It is imperative that the level of carbon emissions be addressed by countries globally. This is especially so in China, where industrialization, city development and progressive agriculture have developed substantially. This comprehensive and integrated annual review volume sets the precedent in addressing this issue by being the pioneering volume on China''s low-carbon development efforts, based on research efforts conducted by the Climate Policy Initiative at Tsinghua OCo an independent, experienced and professional research group.Several key questions on the results of China''s 11th Five-Year plan are explored by reviewing China''s performance against targets, while key policies and institutions that were designed and implemented are described. With a focus on the effectiveness of low-carbon development policies in China during the period of 2005OCo2008 and a look at detailed key indicators of low-carbon development such as energy consumption, CO 2 emission and low-carbon technologies, the Annual Review of Low-carbon Development in China offers some insights and questions to consider as China works to meet the future through 2020."

Available in PDF, EPUB and Kindle. Book excerpt: Discusses ways in which the role of the state in promoting agricultural growth and development may be redefined. This report presents the proceedings of the 14th World Bank Agricultural Symposium held in January 1994. The papers explore ways in which the role of the state in promoting agricultural growth and development may be redefined. They also capitalize on important lessons emerging from experiences around the world. The report suggests that changing the role of government from market domination towards the provision of a regulatory framework that facilitates private sector activity is an ongoing process rather than a one-time occurrence. The papers also illustrate the wide variety of issues and the different approaches in the various countries that are redefining the role of government in agricultural development.

Book excerpt: The first revolution in the Chinese countryside was the land reform implemented in the 'liberated areas' and extended throughout China after the proclamation of the People's Republic of China in 1949. This was important in the consolidation of the Communist Party's political power. The second revolution was the decollectivization of agriculture and the shift to the household responsibility system as a basis for agricultural production. The phenomenal increase in Chinese agricultural output from 1978 to 1984 resulted partly from the new system of production and with a resulting explosion of farm incomes. The second revolution in the Chinese countryside from the late 1970s set the scene for the third revolution: the freeing of markets for farm products and the linking of domestic markets and international markets. The third revolution is still in progress and this book explores its beginnings. Initially, the book covers the issues of poverty in China and feeding the population. The second section describes the agricultural markets in China and the price reform of agricultural products. The next two parts discuss international and regional issues of China's agricultural economy. Finally there are contributions on what institutional changes have been associated with the third agricultural revolution. The contributions are from a team of experts on the Chinese economy from inside and outside China led by Professor Garnaut.

Available in PDF, EPUB and Kindle. Book excerpt: Chinese agriculture has experienced some radical changes over the past twenty years. Following the successful introduction of the household production system in the early 1980s, difficulties were encountered in establishing a unified domestic agricultural market in the later 1980s and 1990s. Through a comprehensive analysis of the changes in the Chinese agricultural institutions between the late 1970s and the mid-1990s, this study attempts to provide some answers to the main questions presently facing the agricultural sector. It focuses on the key elements of the pre-reform agricultural institutions, reviews the ways these institutions were refashioned and assesses the resulting changes in agricultural development. The implications of different policy choices are carefully considered with the assistance of a computable general equilibrium model. The author argues that China should push forward with its market-oriented reform measures and introduce the rigours of international competition into the agricultural sector.

Book excerpt: This book was originally pubished in 2000. China is the largest developing country in the world and is still heavily based on agriculture. Currently, about 70 per cent of China's total of more than one bilion people live in rural areas, and about half of the total national labour force is involved in agricultural activities. It is clear that agriculture is the foundation for the development of the Chinese national economy. Within agriculture, the grain economy is the most important sector: indeed it has been recognised as a treasure in managing the country by all past Chinese dynasties. Ensuring enough grain supply to meet the demands of such a huge population seems to be a long-term goal for the Chinese government and this book explores whether China will be able to produce enough grain to keep pace with its population increases.

Book excerpt: Developmental Dilemmas singles out land as an object of study and places it in the context of one of the world's largest and most populous countries undergoing institutional reform: the People's Republic of China. The book demonstrates that private property protected by law, the principle of 'getting-the-prices-right', and the emergence of effectively functioning markets are the outcome of a given society's historical development and institutional fabric. Peter Ho argues that the successful creation of new institutions hinges in part on choice and timing in relation to the particular constellation of societal, economic, political and cultural parameters. Disregarding these could result in rising inequality, bad land stewardship, and the eruption of land-related grievances.
