Book excerpt: How a society responds to allegations of parental abuse and neglect of children and develops systems to both care for those children and restore their families reveals much about its underlying core values, priorities and assumptions. Since 1979, New York State has been engaged in a protracted effort to make its child welfare system more sensitive to the needs of children and families by reducing the likelihood that children would be removed from home and placed into foster care and by shortening the length of time that any child removed would need to remain in care. This Project Demonstrating Excellence is a policy analysis which examines the impact of these policy efforts after twenty years of implementation and assesses the current state of New York's foster care system relative to these goals.

Book excerpt: The 1979 enactment in New York State of the Child Welfare Reform Act (CWRA) was the culmination of an extraordinary decade-long concern with the problems of child welfare, especially those of foster care and adoption services. This study will focus on CWRA as the product of a social reform movement and will consider whether the reform--in its stages of coalescence, enactment and implementation--can be considered as complete.

Available in PDF, EPUB and Kindle. Book excerpt: A History of Child Protection in America is the first comprehensive history of American efforts to protect children from abuse and neglect. The book begins in colonial times and chronicles child protection into the twenty-first century. Among the important nineteenth century events detailed in these pages are the rise of orphanages for "dependent" children, the "orphan trains" operated by the New York Children's Aid Society, the birth of the juvenile court, the reforms of the Children's Progressive Era, and the dramatic rescue of Mary Ellen Wilson, which led to the creation of the world's first organization devoted entirely to child protection, the New York Society for the Prevention of Cruelty to Children. Twentieth century milestones include the gradual transition from private child protection societies to government operated child protection, the obscurity of child abuse from the 1920's to the 1960's, the "discovery" of child abuse in 1962, and the creation of the child protection system we know today.

Book excerpt: All countries confront the problem of providing for dependent, neglected, and 1 abused children. While the exact form of institutional response will differ in relation to a country's political and economic structure, its culture and its tradition, the same general kinds of child welfare services have been developed 2 everywhere. Literature from the United States, Canada, and several Western European countries reflects a shared concern about children who reside in unplanned, substitute care arrangements and a growing recognition of the importance of 3 making permanent plans for these children. The American response to this problem took shape in the early 1970s when government at the local, state, and 4 federal levels undertook to fund permanency planning projects. Permanency planning projects were charged with developing and testing procedures that would increase the likelihood that children would move out of substitute care arrangements into permanent family homes either through restoration to their biological families, termination of parental rights and subsequent adoption, court appointment of a legal guardian, or planned emancipation for older children. Long-term foster care, if it was a planned outcome supported by the use of written agreements between foster parents and child care agencies, was recognized as an appropriate option for some children. 2 DECISION MAKING IN CHILD WELFARE Permanency planning projects have had a direct effect on the substantive aspects of social work practice in child welfare.
