Book excerpt: Nearly 20% of young prison inmates spent part of their youth in foster care - the placement of abused or neglected children with substitute families. Little is known whether foster care placement reduces or increases the likelihood of criminal behavior. This paper uses the placement frequency of child protection investigators as an instrument to identify causal effects of foster care placement on adult arrest, conviction, and imprisonment rates. A unique dataset that links child abuse investigation data to criminal justice data in Illinois allows a comparison of adult crime outcomes across individuals who were investigated for abuse or neglect as children. Families are effectively randomized to child protection investigators through a rotational assignment process, and child characteristics are similar across investigators. Nevertheless, investigator placement frequencies are predictive of subsequent foster care placement, and the results suggest that school-aged children who are on the margin of placement have lower adult arrest rates when they remain at home.

Book excerpt: The US child welfare system investigates over 2 million children each year for parental abuse or neglect, yet little is known about the effects of removing children from home and placing them in foster care. Long-term outcomes are rarely observed, and children placed in foster care likely differ from those not placed, making comparisons difficult. This paper uses the removal tendency of investigators as an instrumental variable to identify causal effects of foster care placement on a range of outcomes for school-age children and youth. The results suggest that children assigned to investigators with higher removal rates are more likely to be placed in foster care themselves, and they have higher delinquency rates, teen birth rates, and lower earnings. Large marginal treatment effect estimates suggest caution in the interpretation, but the results suggest that children on the margin of placement tend to have better outcomes when they remain at home, especially for older children.

We find that foster care improved children's safety and educational outcomes. Gains emerged after children exited the foster system when most were reunified with their birth parents, suggesting that improvements made by their parents was an important mechanism. These results indicate that safely reducing the use of foster care, a goal of recent federal legislation, requires more effective in-home, prevention-focused efforts.

Book excerpt: Foster care placement is strongly associated with crime--for example, close to one fifth of the prison population in the United States is comprised of former foster children--yet there is little evidence on whether this relationship is causal. Leveraging the quasi-random assignment of child welfare investigators and administrative data from Michigan, we show that foster care placement substantially reduced the chances of adult arrests, convictions, and incarceration for children at the margin. Exploring mechanisms, we find that foster care also improved a range of children's safety, academic, and behavioral intermediate outcomes. A likely reason for children's improvements is that their birth parents made positive changes, as most children in our setting reunified with their parents after a short stay in foster care. In light of recent historic federal policy which prioritizes keeping children with their families, our analysis indicates that safely reducing foster care caseloads will require improving efforts to ensure child wellbeing in the home.

In Children of the Prison Boom, Sara Wakefield and Christopher Wildeman draw upon broadly representative survey data and interviews to describe the devastating effects of America's experiment in mass incarceration on a generation of vulnerable children tied to these men. In so doing, they show that the effects of mass imprisonment may be even greater on the children left behind than on the men who were locked up. Parental imprisonment has been transformed from an event affecting only the unluckiest of children-those with parents seriously involved in crime-to one that is remarkably common, especially for black children. This book documents how, even for children at high risk of problems, paternal incarceration makes a bad situation worse, increasing mental health and behavioral problems, infant mortality, and child homelessness. Pushing against prevailing understandings of and research on the consequences of mass incarceration for inequality among adult men, these harms to children translate into large-scale increases in racial inequalities.
