Book excerpt: In this timely volume, contributors from various disciplines analyze reaction and resistance to feminism in several areas of law and policy child custody, child poverty, sexual harassment, and sexual assault and in a number of institutional sites, such as courts, legislatures, families, the mainstream media, and the academy. Collectively, their studies paint a complicated, often contradictory, picture of feminism, law, and social change, offering feminists and activists empirically grounded knowledge to develop legal and political strategies for change.

Book excerpt: The strengths and abilities children develop from infancy through adolescence are crucial for their physical, emotional, and cognitive growth, which in turn help them to achieve success in school and to become responsible, economically self-sufficient, and healthy adults. Capable, responsible, and healthy adults are clearly the foundation of a well-functioning and prosperous society, yet America's future is not as secure as it could be because millions of American children live in families with incomes below the poverty line. A wealth of evidence suggests that a lack of adequate economic resources for families with children compromises these children's ability to grow and achieve adult success, hurting them and the broader society. A Roadmap to Reducing Child Poverty reviews the research on linkages between child poverty and child well-being, and analyzes the poverty-reducing effects of major assistance programs directed at children and families. This report also provides policy and program recommendations for reducing the number of children living in poverty in the United States by half within 10 years.

This book was released on 1999-02-18 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Department of Education uses estimates of school-age children in poverty to allocate federal funds under Title I of the Elementary and Secondary Education Act for education programs to aid disadvantaged children. Historically, the allocations have been made by a two-stage process: the department's role has been to allocate Title I funds to counties; the states have then distributed these funds to school districts. Until recently, the department has based the county allocations on the numbers and proportions of poor school-age children in each county from the most recent decennial census. States have used several different data sources, such as the decennial census and the National School Lunch Program, to distribute the department's county allocations to districts. In 1994 Congress authorized the Bureau of the Census to provide updated estimates of poor school-age children every 2 years, to begin in 1996 with estimates for counties and in 1998 with estimates for school districts. The Department of Education is to use the school district estimates to allocate Title I basic and concentration grants directly to districts for the 1999-2000 and later school years, unless the Secretaries of Education and Commerce determine that they are "inappropriate or unreliable" on the basis of a study by the National Research Council. That study is being carried out by the Committee on National Statistics' Panel on Estimates of Poverty for Small Geographic Areas.

One in every five American children is growing up in poverty. What does child poverty mean for the economic and societal future of our country? The Children's Defense Fund, widely considered the most powerful force for children in America, has assembled expert and ground-breaking information on how poverty affects health, childhood deaths, low birth weight, and injury; on the insidious connections between low family income and learning disabilities; on links between poverty, abuse, and neglect and self-esteem; and much more. Wasting America's Future is the crucial citizen's handbook as we continue the national debate on welfare reform.

Available in PDF, EPUB and Kindle. Book excerpt: This is the eleventh edition of How Ottawa Spends .Like previous editions, it focusses on particular departments and policy initiatives of the federal government. This year's edition also deals with some of the internal management issues that have emerged as important in the government's quest for efficiency and productivity. Beyond evaluating past actions, the book is intended to offer informed comment on prospects for the future in the areas it explores. This is the second edition since the re-election of a Conservative majority government in November 1988. We now have an opportunity to assess the direction of the second Tory agenda. It seems important to start this assessment by asking some very basic questions: Is there a discernible government agenda? To what extent can we see similarities and differences in the direction of Conservative initiatives when we compare their first and second terms? What accounts for any similarities and differences that emerge? What are the implications of the direction of government initiatives? These questions are given broad treatment in the book's first chapter, which focusses largely on the February 1990 Budget and the federal Estimates for the 1990-91 fiscal year. That analysis is intended to set the stage for the more specific discussions of the federal agenda which follow.
