At the core of current debates about welfare reform and school readiness, child care has moved to the center of discussion about federal policy for children and families. This workshop report addresses the factors affecting patterns of child care use among low-income families; the quality, safety, and continuity of child care and its effects on children's development; the role of child care in families' efforts to prepare for and maintain paid employment; and the structure and consequences of federal child care subsidies. Tables, graphs, and references.

Book excerpt: All countries confront the problem of providing for dependent, neglected, and 1 abused children. While the exact form of institutional response will differ in relation to a country's political and economic structure, its culture and its tradition, the same general kinds of child welfare services have been developed 2 everywhere. Literature from the United States, Canada, and several Western European countries reflects a shared concern about children who reside in unplanned, substitute care arrangements and a growing recognition of the importance of 3 making permanent plans for these children. The American response to this problem took shape in the early 1970s when government at the local, state, and 4 federal levels undertook to fund permanency planning projects. Permanency planning projects were charged with developing and testing procedures that would increase the likelihood that children would move out of substitute care arrangements into permanent family homes either through restoration to their biological families, termination of parental rights and subsequent adoption, court appointment of a legal guardian, or planned emancipation for older children. Long-term foster care, if it was a planned outcome supported by the use of written agreements between foster parents and child care agencies, was recognized as an appropriate option for some children. 2 DECISION MAKING IN CHILD WELFARE Permanency planning projects have had a direct effect on the substantive aspects of social work practice in child welfare.

Available in PDF, EPUB and Kindle. Book excerpt: Care and Commitment is the first book to address the growing issue of foster parent adoption. Meezan and Shireman go directly to the source to find out why some foster parents, when given the opportunity, choose to adopt the children in their care while others do not. Differences between the two sets of families are explored in terms of family characteristics, child characteristics, family-child interaction, and child welfare agency service. The culmination of a two-year study, this book presents the perspectives of both families who have made the decision and their social workers. It affords also the first look at foster parent adoptions that have failed, highlighting the importance of agency service in such adoptions. The book's timely and original findings are crucial for child welfare practitioners and all those interested in permanency planning for children and in the processes of family formation.

Available in PDF, EPUB and Kindle. Book excerpt: On weekday afternoons, dismissal bells signal not just the end of the school day but also the beginning of another important activity: the federally funded after-school programs that offer tutoring, homework help, and basic supervision to millions of American children. Nearly one in four low-income families enroll a child in an after-school program. Beyond sharpening students’ math and reading skills, these programs also have a profound impact on parents. In a surprising turn—especially given the long history of social policies that leave recipients feeling policed, distrusted, and alienated—government-funded after-school programs have quietly become powerful forces for political and civic engagement by shifting power away from bureaucrats and putting it back into the hands of parents. In State of Empowerment Carolyn Barnes uses ethnographic accounts of three organizations to reveal how interacting with government-funded after-school programs can enhance the civic and political lives of low-income citizens.
