Book excerpt: The Chesapeake Bay is North America's largest and most biologically diverse estuary, as well as an important commercial and recreational resource. However, excessive amounts of nitrogen, phosphorus, and sediment from human activities and land development have disrupted the ecosystem, causing harmful algae blooms, degraded habitats, and diminished populations of many species of fish and shellfish. In 1983, the Chesapeake Bay Program (CBP) was established, based on a cooperative partnership among the U.S. Environmental Protection Agency (EPA), the state of Maryland, and the commonwealths of Pennsylvania and Virginia, and the District of Columbia, to address the extent, complexity, and sources of pollutants entering the Bay. In 2008, the CBP launched a series of initiatives to increase the transparency of the program and heighten its accountability and in 2009 an executive order injected new energy into the restoration. In addition, as part of the effect to improve the pace of progress and increase accountability in the Bay restoration, a two-year milestone strategy was introduced aimed at reducing overall pollution in the Bay by focusing on incremental, short-term commitments from each of the Bay jurisdictions. The National Research Council (NRC) established the Committee on the Evaluation of Chesapeake Bay Program Implementation for Nutrient Reduction in Improve Water Quality in 2009 in response to a request from the EPA. The committee was charged to assess the framework used by the states and the CBP for tracking nutrient and sediment control practices that are implemented in the Chesapeake Bay watershed and to evaluate the two-year milestone strategy. The committee was also to assess existing adaptive management strategies and to recommend improvements that could help CBP to meet its nutrient and sediment reduction goals. The committee did not attempt to identify every possible strategy that could be implemented but instead focused on approaches that are not being implemented to their full potential or that may have substantial, unrealized potential in the Bay watershed. Because many of these strategies have policy or societal implications that could not be fully evaluated by the committee, the strategies are not prioritized but are offered to encourage further consideration and exploration among the CBP partners and stakeholders.

Available in PDF, EPUB and Kindle. Book excerpt: The Chesapeake Bay is the nation’s largest estuary. After slow deterioration for several centuries, the Chesapeake Bay Program was launched in 1983 to restore it. After spending more than $24 billion, the results of the restoration program are disappointing. The Bay Program has arrested the decline of the Bay, but it has failed to achieve its restoration goals—something that will become more challenging with climate change. The rate of environmental change today is more rapid than at any time in the history of humanity. The concept of restoration—to return to an earlier time and condition—is an outmoded concept for coastal ecosystems like the Chesapeake Bay that are at the leading edge of change. A better strategy would be to focus on shaping the future Bay. While we cannot create the future Bay, we have many of the tools to shape it, tools that have never been used as a complement to existing efforts. Learn about the past and present of the Bay, how climate change will affect its future, and how we can intervene to shape the future of the Chesapeake.

Book excerpt: In anticipation of future environmental science and engineering challenges and technologic advances, EPA asked the National Research Council (NRC) to assess the overall capabilities of the agency to develop, obtain, and use the best available scientific and technologic information and tools to meet persistent, emerging, and future mission challenges and opportunities. Although the committee cannot predict with certainty what new environmental problems EPA will face in the next 10 years or more, it worked to identify some of the common drivers and common characteristics of problems that are likely to occur. Tensions inherent to the structure of EPA's work contribute to the current and persistent challenges faced by the agency, and meeting those challenges will require development of leading-edge scientific methods, tools, and technologies, and a more deliberate approach to systems thinking and interdisciplinary science. Science for Environmental Protection: The Road Ahead outlines a framework for building science for environmental protection in the 21st century and identified key areas where enhanced leadership and capacity can strengthen the agency's abilities to address current and emerging environmental challenges as well as take advantage of new tools and technologies to address them. The foundation of EPA science is strong, but the agency needs to continue to address numerous present and future challenges if it is to maintain its science leadership and meet its expanding mandates.

Available in PDF, EPUB and Kindle. Book excerpt: As natural resources have become scarcer, issues of environmental policy have become more vital and subject to debate in global as well as local arenas. Through the use of case studies especially developed for this book, the authors analyze the wide range of institutional contexts in which natural resource and environmental policy issues arise and the processes by which they are resolved. The first chapter provides a theoretical framework of key resource and environmental economics concepts-an overview that gradually broadens as the student is exposed to alternative methods of analysis, including market-oriented analysis, institutional analysis, and modeling. The case studies all begin with discussions of the pertinent biological, physical, social, and institutional issues before economic analysis is applied and policy conclusions are drawn. Suggested readings and study questions follow each chapter. This book is designed for use in upper-level college courses in natural resource and environmental economics and graduate courses in resource management. It can be used either as a primary text in conjunction with theoretical readings or as a supplemental source of case study readings. The cases will also be valuable for natural resource, environmental, and community development economists.

Book excerpt: The technical basis of environmental regulation is always at the edge of scientific and engineering understanding. As knowledge improves, questions will inevitably arise about past decisions. Understanding how the regulatory system accommodates changing scientific and engineering knowledge is vital for achieving environmental values. In this new volume, seven case studies shed light on the interplay between environmental regulation and scientific and engineering understanding, with practical conclusions on how science and engineering should be used for more sound and timely regulatory decision making. The book provides helpful timelines of scientific and regulatory developments for the cases, which include: Factors impeding clean-up strategies in the Chesapeake Bay. Pivotal questions in the regulation of ambient ozone concentrations. How science has been heeded but also ignored in regulation of new municipal waste combustors. Impact of scientific findings on control of chlorination by-products. Acid rain and what can be learned about research and public policy debate. Controversy over the need for formaldehyde regulation. The effect of public perception on management decisions concerning dioxin. This volume will be of practical interest to policymakers, business and environmental advocates, scientists, engineers, researchers, attorneys, faculty, and students.

Book excerpt: The Estuary as a Filter contains the proceedings of the Estuarine Research Federation's seventh biennial conference at Virginia Beach, Virginia, in late October, 1983. In five invited sessions, scientists and managers considered the physical, geological, chemical-geochemical, and biological processes involved in the ""filtering"" role of estuaries and reflected on management implications of these matters. Most of their presentations and reflections are included in this book in order to demonstrate what is known and what needs to be explored further. The papers in this volume are grouped as they were presented at the conference. Thus, physical oceanographers begin the work by considering turbulence, mixing, and circulation processes in estuaries. Geologists then examine estuarine sedimentation, including the roles of flocculation and bioturbation in accelerating this process. Chemists and geochemists describe the interactions among and effects of inputs of nutrients, metals, and organic matter into estuaries, and the fate of radionuclides in these systems. Biological and biochemical processes involving surface foam, microbes, sea grasses, and wetlands are considered, along with carefully derived nutrient budgets of selected estuarine regions. Finally, some of the problems facing managers of estuarine ecosystems in three areas of the United States are described, along with the success story of the ongoing rehabilitation of the Thames Estuary in England.

Book excerpt: Providing a guide for marine conservation practice, Marine Conservation takes a whole-systems approach, covering major advances in marine ecosystem understanding. Its premise is that conservation must be informed by the natural histories of organisms together with the hierarchy of scale-related linkages and ecosystem processes. The authors introduce a broad range of overlapping issues and the conservation mechanisms that have been devised to achieve marine conservation goals. The book provides students and conservation practitioners with a framework for thoughtful, critical thinking in order to incite innovation in the 21st century. "Marine Conservation presents a scholarly but eminently readable case for the necessity of a systems approach to conserving the oceans, combining superb introductions to the science, law and policy frameworks with carefully chosen case studies. This superb volume is a must for anyone interested in marine conservation, from students and practitioners to lay readers and policy-makers." —Simon Levin, George M. Moffett Professor of Biology, Department of Ecology & Evolutionary Biology, Princeton University
