Download or read book Preventing Biological Warfare written by Malcolm Dando and published by Springer. This book was released on 2002-05-10 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Biological and Toxin Weapons Convention entirely prohibits biological warfare, but it has no effective verification mechanism to ensure that the 140-plus States Parties are living up to their obligations. From 1995-2001 the States Parties attempted to negotiate a Protocol to the Convention to remedy this deficiency. On 25 July 2001 the United States entirely rejected the final text which would probably have been acceptable to most other states. The book investigates how this disaster came about, and the potential consequences of the failure of American leadership.

Book Synopsis Verification of Dual-use Chemicals Under the Chemical Weapons Convention by : Stockholm International Peace Research Institute
Download or read book Verification of Dual-use Chemicals Under the Chemical Weapons Convention written by Stockholm International Peace Research Institute and published by Stockholm International Peace Research Institute. This book was released on 1991 with total page 174 pages. Available in PDF, EPUB and Kindle. Book excerpt: In negotiations on the Chemical Weapons Convention delegates have addressed the question of how to verify compliance with those provisions which relate to the production and non-production of relevant chemicals. In order to facilitate the work of the negotiators, the Pugwash movement and SIPRI gave a group of fourteen scientific and other experts on the negotiations the task of analysing how the current Convention provisions would be applied to a specific chemical, thiodiglycol. This chemical can be used as a precursor to the chemical warfare agent, mustard gas. In eleven chapters and an annexe, the authors present their individual findings, illustrated with tables and figures. The steering committee of the project have provided summaries in introductory and concluding chapters. The particular problems of monitoring thiodiglycol production outlined may serve as a model for monitoring other chemicals which will be covered by the future Chemical Weapons Convention.
Book Synopsis Efficacy and Efficiency in Multilateral Policy Formation by : Jurrjens
Download or read book Efficacy and Efficiency in Multilateral Policy Formation written by Jurrjens and published by Martinus Nijhoff Publishers. This book was released on 2023-09-29 with total page 584 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new work examines three important case-studies of international conference diplomacy concerning military security, as presented at the semi-universal Geneva negotiations on the Chemical Weapons Convention (1992), the regional Stockholm conference on Confidence- and Security-Building Measures (CSBMs, 1986) and the Vienna bloc-to-bloc talks between East and West on Mutual and Balanced Force Reductions (MBFR, 1989). The authors describe in great detail the course and results of these conferences, and make a comparison of the negotiating processes before and after the abolition of the Warsaw Treaty Organization after the political events of 1989 in Eastern Europe. The central terms underlying this study are defined within a newly developed comprehensive theoretical framework that is used to analyze the three negotiating processes. In the final chapter a number of concrete recommendations are made which aim to increase the efficacy and efficiency of future multilateral negotiations.

Book excerpt: This interdisciplinary book analyzes the origins of biological warfare planning and preparation up to the end of World War II. In the period between the world wars, growing understanding of the propagation of disease lead to the fear that potential enemies might be developing biological weapons, with several countries ultimately developing major biological warfare programs during World War II. The relevance of these programs to contemporary concerns is addressed and sheds light on arguments for adoption of a verification protocol to strengthen the 1972 Biological and Toxin Weapons Convention.
