Book excerpt: The United States (US) has identified 61.5 metric tons (MT) of plutonium that is permanently excess to use in nuclear weapons programs, including 47.2 MT of weapons-grade plutonium. Surplus inventories will be stored safely by the Department of Energy (DOE) and then transferred to facilities that will prepare the plutonium for permanent disposition. The Savannah River National Laboratory (SRNL) operates a Feed Characterization program for the Office of Fissile Materials Disposition (OFMD) of the National Nuclear Security Administration (NNSA) and the DOE Office of Environmental Management (DOE-EM). SRNL manages a broad program of item tracking through process history, laboratory analysis, and non-destructive assay. A combination of analytical techniques allows SRNL to predict the isotopic and chemical properties that qualify materials for disposition through the Mixed Oxide (MOX) Fuel Fabrication Facility (MFFF). The research also defines properties that are important for other disposition paths, including disposal to the Waste Isolation Pilot Plant (WIPP) as transuranic waste (TRUW) or to high-level waste (HLW) systems.

Book excerpt: The United States (U.S.) has identified 61.5 metric tons (MT) of plutonium that is permanently excess to use in nuclear weapons programs, including 47.2 MT of weapons-grade plutonium. Except for materials that remain in use for programs outside of national defense, including programs for nuclear-energy development, the surplus inventories will be stored safely by the Department of Energy (DOE) and then transferred to facilities that will prepare the plutonium for permanent disposition. Some items will be disposed as transuranic waste, low-level waste, or spent fuel. The remaining surplus plutonium will be managed through: (1) the Mixed Oxide (MOX) Fuel Fabrication Facility (FFF), to be constructed at the Savannah River Site (SRS), where the plutonium will be converted to fuel that will be irradiated in civilian power reactors and later disposed to a high-level waste (HLW) repository as spent fuel; (2) the SRS H-Area facilities, by dissolving and transfer to HLW systems, also for disposal to the repository; or (3) alternative immobilization techniques that would provide durable and secure disposal. From the beginning of the U.S. program for surplus plutonium disposition, DOE has sponsored research to characterize the surplus materials and to judge their suitability for planned disposition options. Because many of the items are stored without extensive analyses of their current chemical content, the characterization involves three interacting components: laboratory sample analysis, if available; non-destructive assay data; and rigorous evaluation of records for the processing history for items and inventory groups. This information is collected from subject-matter experts at inventory sites and from materials stabilization and surveillance programs, in cooperation with the design agencies for the disposition facilities. This report describes the operation and status of the characterization program.

Book excerpt: The United States holds at least 61.5 metric tons (MT) of plutonium that is permanently excess to use in nuclear weapons programs, including 47.2 MT of weapons-grade plutonium. Surplus inventories will be stored safely by the Department of Energy (DOE) and then transferred to facilities that will prepare the plutonium for permanent disposition. The Savannah River National Laboratory (SRNL) operates a Feed Characterization program for the Office of Fissile Materials Disposition of the National Nuclear Security Administration and the DOE Office of Environmental Management. Many of the items that require disposition are only partially characterized, and SRNL uses a variety of techniques to predict the isotopic and chemical properties that are important for processing through the Mixed Oxide Fuel Fabrication Facility and alternative disposition paths. Recent advances in laboratory tools, including Prompt Gamma Analysis and Peroxide Fusion treatment, provide data on the existing inventories that will enable disposition without additional, costly sampling and destructive analysis.

However, through an analysis of lifecycle costs, it has become apparent that disposing of plutonium as MOX fuel will be significantly more expensive than anticipated. Given a lifecycle cost estimate for the program of approximately $30 billion or more and a challenging budget environment, the current MOX approach must be critically examined alongside costs of other potential options to complete the plutonium disposition mission. Today, the Department of Energy's National Nuclear Security Administration (NNSA) released that cost analysis along with a preliminary study of the potential options, which will serve as a basis for determining the most efficient path forward for plutonium disposition. We have also determined and will communicate to the contractor, MOX Services, that we will continue with construction activities through 2014, retaining the key nuclear engineers and other highly-skilled workers that will be needed regardless of the path forward.

Book excerpt: The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.

Book excerpt: Disposal of Surplus Plutonium at the Waste Isolation Pilot Plant: Interim Report evaluates the general viability of the U.S. Department of Energy's National Nuclear Security Administration's (DOE-NNSA's) conceptual plans for disposing of 34 metric tons (MT) of surplus plutonium in the Waste Isolation Pilot Plant (WIPP), a deep geologic repository near Carlsbad, New Mexico. This report evaluates DOE-NNSA's plans to ship, receive, and emplace surplus plutonium in WIPP and its understanding of the impacts of these plans on WIPP and WIPP-bound waste streams. This report, the first of two to be issued during this study, provides a preliminary assessment of the general viability of DOE-NNSA's conceptual plans, focusing on some of the barriers to their implementation.

Book excerpt: Within the next decade, many thousands of U.S. and Russian nuclear weapons are slated to be retired as a result of nuclear arms reduction treaties and unilateral pledges. Hundreds of tons of plutonium and highly enriched uranium will no longer be needed for weapons purposes and will pose urgent challenges to international security. This is the supporting volume to a study by the Committee on International Security and Arms Control which dealt with all phases of the management and disposition of these materials. This technical study concentrates on the option for the disposition of plutonium, looking in detail at the different types of reactors in which weapons plutonium could be burned and at the vitrification of plutonium, and comparing them using economic, security and environmental criteria.

Book excerpt: Over the past decade significant progress has been achieved in the development of waste characterization and control procedures and equipment as a direct response to ever-increasing requirements for quality and reliability of information on waste characteristics. Failure in control procedures at any step can have important, adverse consequences and may result in producing waste packages which are not compliant with the waste acceptance criteria for disposal, thereby adversely impacting the repository. The information and guidance included in this publication corresponds to recent achievements and reflects the optimum approaches, thereby reducing the potential for error and enhancing the quality of the end product. -- Publisher's description.

This book was released on 2005-01-06 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Energy's Office of Environmental Management (EM) directs the massive cleanup of more than 100 sites that were involved in the production of nuclear weapons materials during the Manhattan Project and the Cold War. This report offers suggestions for more effectively characterizing and treating the orphan and special-case wastes that are part of EM's accelerated cleanup program. It identifies technical opportunities for EM to improve the program that will save time and money without compromising health and safety. The opportunities identified include: making more effective use of existing facilities and capabilities for waste characterization, treatment, or disposal; eliminating self-imposed requirements that have no clear technical or safety basis; and investing in new technologies to improve existing treatment and characterization capabilities. For example, the report suggests that EM work with DOE classification officers to declassify, to the extent possible, classified materials declared as wastes. The report also suggests a new approach for treating the wastes that EM will leave in place after cleanup.
