Contributors discuss the general feasibility of public interventions in the area of fertility, analyze fertility patterns and policy design in such countries as Japan, South Korea, China, Sweden, and France, and offer theoretical analyses of parental fertility choices that provide an overview of a broad array of child-related policy instruments in a number of OECD and EU countries. The chapters show that it is difficult to gauge the effectiveness of such policy interventions as child-care subsidies, support for women's labor-force participation, and tax incentives. In parts of eighteenth-century Japan, couples raised only two or three children. As villages shrank and domain headcounts dwindled, posters of child-murdering she-devils began to appear, and governments offered to pay their subjects to have more children. In these pages, the long conflict over the meaning of infanticide comes to life once again. Those who killed babies saw themselves as responsible parents to their chosen children. Those who opposed infanticide redrew the boundaries of humanity so as to encompass newborn infants and exclude those who would not raise them. In Eastern Japan, the focus of this book, population growth resumed in the nineteenth century. According to its village registers, more and more parents reared all their children. Others persisted in the old ways, leaving traces of hundreds of thousands of infanticides in the statistics of the modern Japanese state. Nonetheless, by 1925, total fertility rates approached six children per women in the very lands where raising four had once been considered profligate. This reverse fertility transition suggests that the demographic history of the world is more interesting than paradigms of unidirectional change would have us believe, and that the future of fertility and population growth may yet hold many surprises.

Book excerpt: Contrary to all expectations, Japan's long-term recession has provoked no sustained political movement to replace the nation's malfunctioning economic structure. The country's basic social contract has so far proved resistant to reform, even in the face of persistently adverse conditions. In Race for the Exits, Leonard J. Schoppa explains why it has endured and how long it can last. The postwar Japanese system of "convoy capitalism" traded lifetime employment for male workers against government support for industry and the private (female) provision of care for children and the elderly. Two social groups bore a particularly heavy burden in providing for the social protection of the weak and dependent: large firms, which committed to keeping their core workforce on the payroll even in slow times, and women, who stayed home to care for their homes and families. Using the exit-voice framework made famous by Albert Hirschman, Schoppa argues that both groups have chosen "exit" rather than "voice," depriving the political process of the energy needed to propel necessary reforms in the system. Instead of fighting for reform, firms slowly shift jobs overseas, and many women abandon hopes of accommodating both family and career. Over time, however, these trends have placed growing economic and demographic pressures on the social contract. As industries reduce their domestic operations, the Japanese economy is further diminished. Japan has also experienced a "baby bust" as women opt out of motherhood. Schoppa suggests that a radical break with the Japanese social contract of the past is becoming inevitable as the system slowly and quietly unravels.
