Four different images are examined, two of which appear to change over time. Finally, changes in liberal and conservative assessments of the Soviet threat in Africa from 1975-1985 are detailed in order to demonstrate that changing assessments are directly related to the core lements of each image. The work argues that, by conflating personalistic regime survival with national security, Putin ensures that contemporary Russian national interest, as expressed through strategic behavior, is the synthesis of a peculiar troika: a long-standing imperial strategic culture, rooted in a partially imagined past; the operational code of a counter-intelligence president and decision-making elite; and the realities of Russia as a hybrid state. It then provides a conceptual understanding of strategic culture, and applies this to Tsarist and Soviet historical developments. In the Bush era Iran and North Korea were branded “rogue” states for their flouting of international norms, and changing their regimes was the administration’s goal. The Obama administration has chosen instead to call the countries nuclear “outliers” and has proposed means other than regime change to bring them back into “the community of nations.” Outlier States, the successor to Litwak’s influential Regime Change: U.S. Strategy through the Prism of 9/11 (2007), explores this significant policy adjustment and raises questions about its feasibility and its possible consequences. Do international norms apply only to states’ external behavior, as it might relate, for example, to nuclear proliferation and terrorism, or do they matter no less for states’ internal behavior, as it might affect a population’s human rights?
