Book excerpt: This book aims at deriving governance and sustainability lessons from analysing the implementation and management of some major irrigation programs in the Mediterranean Region. Eight countries are targeted, namely: Spain, Italy, Albania, Turkey, Jordan, Egypt, Tunisia and Morocco. The main focus programs include the modernisation and rehabilitation of the existing irrigation systems, the transfer of irrigation management responsibilities to water users’ organizations, public private partnerships arrangements, the monitoring & evaluation of participatory irrigation management and transfer processes, and the governance of groundwater resources for irrigation. The adopted approach relies on learning from the value of each single experience, and on advancing solutions that emerge from their comparative analysis and that may be of guidance to those engaged in these programs. The country experiences indicated that often times, significant shortcomings in the implementation of these programs have occurred and hopefully, this book could be a source of inspiration for the corrective actions needed.

Book excerpt: The ability to see deeply affects how human beings perceive and interpret the world around them. For most people, eyesight is part of everyday communication, social activities, educational and professional pursuits, the care of others, and the maintenance of personal health, independence, and mobility. Functioning eyes and vision system can reduce an adult's risk of chronic health conditions, death, falls and injuries, social isolation, depression, and other psychological problems. In children, properly maintained eye and vision health contributes to a child's social development, academic achievement, and better health across the lifespan. The public generally recognizes its reliance on sight and fears its loss, but emphasis on eye and vision health, in general, has not been integrated into daily life to the same extent as other health promotion activities, such as teeth brushing; hand washing; physical and mental exercise; and various injury prevention behaviors. A larger population health approach is needed to engage a wide range of stakeholders in coordinated efforts that can sustain the scope of behavior change. The shaping of socioeconomic environments can eventually lead to new social norms that promote eye and vision health. Making Eye Health a Population Health Imperative: Vision for Tomorrow proposes a new population-centered framework to guide action and coordination among various, and sometimes competing, stakeholders in pursuit of improved eye and vision health and health equity in the United States. Building on the momentum of previous public health efforts, this report also introduces a model for action that highlights different levels of prevention activities across a range of stakeholders and provides specific examples of how population health strategies can be translated into cohesive areas for action at federal, state, and local levels.

Book excerpt: Construction of comprehensive and detailed brain regions neuroanatomical connections matrices (macro-connectomes) is necessary to understand how the nervous system is organized and to elucidate how its different parts interact. Macro-connectomes also are the structural foundation of any finer granularity approaches at the neuron classes and types (meso-connectomes) or individual neuron (micro-connectomes) levels. The advent of novel neuroanatomical methods, as well as combinations of classic techniques, form the basis of several large scale projects with the ultimate goal of producing publicly available connectomes at different levels. A parallel approach, that of systematic and comprehensive collation of connectivity data from the published literature and from publicly accessible neuroinformatics platforms, has produced macro-connectomes of different parts of the central nervous system (CNS) in several mammalian species. The emergence of these public platforms that allow for the manipulation of rich connectivity data sets and enable the construction of CNS macro-connectomes in different species may have significant and long lasting implications. Moreover, when these efforts are leveraged by novel statistical methods, they may influence our way of thinking about the brain. Hence, the present brain region-centric paradigm may be challenged by a network-centric one. Ultimately, these projects will provide the information and knowledge for understanding how different neuronal parts communicate and function, developing novel approaches to diseases and disorders, and facilitating translational efforts in neurosciences. With this Research Topic we bring together the current state of macro-connectome related projects including the large scale production of thousands of publicly available neuronatomical experiments, databases with tens of thousands of connectivity records collated from the published literature, and the newest methods for displaying and analyzing this information. This topic also includes a wide range of challenges and how they are addressed - from platforms designed to integrate connectivity data across different sources, species and CNS levels of organization, to languages specifically designed to use these data in models at different scales of resolution, to efforts of 3D reconstruction and data integration, and to approaches for extraction and representation of this knowledge. Finally, we address the present state of different efforts of meso-connectomes construction, and of computational modeling in the context of the information provided by macro-connectomes.

It delivers a fresh, accessible and case-based discussion on the emergence of digitally-enabled social innovation practices in Europe that are redesigning the urban space and challenging the consolidated urban governance processes. By adopting a critical geography perspective, this ground-breaking analysis of digital social innovation provides the reader with an accessible overview of the way in which urban reproductive processes mobilise the physical and the virtual dimensions of the city and generate distinctive spatial configurations. Together with novel urban narratives and socio-technical imaginaries, these support the existing geometries of power or construct new ones. The author clearly describes contemporary cities as the new battlegrounds for controlling the digital sphere, shaped by the interplay between digital capitalism and resistance movements. In light of grassroots initiatives advanced by cyber-activists, e-makers and hackers, the book unveils the socio-political and cultural underpinnings of the revolution produced by the digital social innovations in the city and the socio-technological regimes supporting them. This author successfully sheds new critical light on traditional innovation studies exploring the debate on digital innovation through the lens of social and cultural geography providing an invaluable reference for those working in this field.

Available in PDF, EPUB and Kindle. Book excerpt: In this major book Martha Nussbaum, one of the most innovative and influential philosophical voices of our time, proposes a kind of feminism that is genuinely international, argues for an ethical underpinning to all thought about development planning and public policy, and dramatically moves beyond the abstractions of economists and philosophers to embed thought about justice in the concrete reality of the struggles of poor women. Nussbaum argues that international political and economic thought must be sensitive to gender difference as a problem of justice, and that feminist thought must begin to focus on the problems of women in the third world. Taking as her point of departure the predicament of poor women in India, she shows how philosophy should undergird basic constitutional principles that should be respected and implemented by all governments, and used as a comparative measure of quality of life across nations.

Available in PDF, EPUB and Kindle. Book excerpt: Remote Sensing of Drought: Innovative Monitoring Approaches presents emerging remote sensing-based tools and techniques that can be applied to operational drought monitoring and early warning around the world. The first book to focus on remote sensing and drought monitoring, it brings together a wealth of information that has been scattered throughout the literature and across many disciplines. Featuring contributions by leading scientists, it assembles a cross-section of globally applicable techniques that are currently operational or have potential to be operational in the near future. The book explores a range of applications for monitoring four critical components of the hydrological cycle related to drought: vegetation health, evapotranspiration, soil moisture and groundwater, and precipitation. These applications use remotely sensed optical, thermal, microwave, radar, and gravity data from instruments such as AMSR-E, GOES, GRACE, MERIS, MODIS, and Landsat and implement several advanced modeling and data assimilation techniques. Examples show how to integrate this information into routine drought products. The book also examines the role of satellite remote sensing within traditional drought monitoring, as well as current challenges and future prospects. Improving drought monitoring is becoming increasingly important in addressing a wide range of societal issues, from food security and water scarcity to human health, ecosystem services, and energy production. This unique book surveys innovative remote sensing approaches to provide you with new perspectives on large-area drought monitoring and early warning.

Book excerpt: The Commission on Genetic Resources for Food and Agriculture, at its Seventeenth Regular Session, requested its Secretary to prepare for review by the intergovernmental technical working groups on animal, aquatic, forest and plant genetic resources to produce an up-to-date survey of existing legislative, administrative and policy approaches, including best practices, for ABS for the different subsectors of GRFA and traditional knowledge associated with GRFA held by indigenous peoples and local communities, with the aim of identifying typical approaches and lessons learned from their implementation, as well as challenges and possible solutions. The current survey comprises a baseline desktop review of legislation, policy and literature. It provides a review of how countries address the distinctive features of GRFA and TKGRFA based on the letter of their ABS legislative, administrative and policy measures rather than on how these measures have been implemented in practice. It therefore does not provide an analysis of the state of implementation, the challenges involved and possible solutions to these challenges. As such, it aims to provide a basis for future empirical research on how ABS measures work in practice for GRFA subsectors. A specific objective is to provide a typology of legislative, administrative and policy measures applying to ABS for GRFA and TKGRFA.

Book excerpt: Businesses are becoming increasingly aware of the importance of data and information. As such, they are eager to develop ways to manage them, to enrich them and take advantage of them. Indeed, the recent explosion of a phenomenal amount of data, and the need to analyze it, brings to the forefront the well-known hierarchical model: Data, Information, Knowledge. Data? this new intangible manna ? is produced in real time. It arrives in a continuous stream and comes from a multitude of sources that are generally heterogeneous. This accumulation of data of all kinds is generating new activities designed to analyze these huge amounts of information. It is therefore necessary to adapt and try new approaches, methods, new knowledge and new ways of working. This leads to new properties and new issues as a logical reference must be created and implemented. At the company level, this mass of data is difficult to manage; interpreting it is the predominant challenge.
