Book excerpt: Since the group of least developed countries (LDCs) was identified in 1971, only five countries have graduated from the group, all of which are characterised by small size or population. The projections are that the next decade will see a rapid increase in the pace of graduation, with Bangladesh in particular poised to be one of the largest countries, in terms of its economy and population, yet to leave the group. While previously many LDCs viewed the prospect of graduation with some apprehension, fearing significant erosion of international support, increasingly, the move is being seen as a more positive landmark. This book aims to articulate appropriate strategies and initiatives to help Bangladesh to maintain its developmental momentum and to prepare for a sustainable graduation in 2024. In doing so, the book explores themes such as key analytical issues of the LDC graduation paradigm, smooth transition and structural transformation, and post-graduation challenges and opportunities. Further, against the backdrop of Gross National Income per capita, the Human Assets Index and Economic Vulnerability Index goals required for graduation, the Sustainable Development Goals (SDGs) set by the 2030 Agenda will also be in the process of implementation. Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. They represent the poorest, weakest segment of the international community. Their low level of socio-economic development is characterized by weak human and institutional capacities, low unequally distributed income and scarcity of domestic financial resources. They often suffer from governance crisis and political instability. Their largely agrarian economies are affected by a vicious cycle of low productivity and low investment. These constraints are responsible for insufficient domestic resource mobilization, low economic management capacity, weaknesses in program design and implementation, chronic external deficits, high debt burdens and heavy dependence on external financing that have kept LDCs in a poverty trap. Armed conflicts constitute a significant cause of deteriorating food security. Reciprocally, food security can help prevent conflict and is essential for sustained and peaceful recovery. Humanitarian assistance is now needed to support the needs of the most vulnerable. Their significant goal is to consolidate peace and rehabilitate the economy.
