Book excerpt: Over the last decades, the most striking changes made by the World Bank and other development institutions are their commitments to improve the quality of governance and most importantly fighting corruption and focusing more on the developing Countries. Driven by case studies that developmental deficiencies in the developing Countries are due to the crisis of governance (seeKhan, 2002); As a result of this, good governance and democracy became a very comparative and embracing ideal admired by most Countries in the World, and has grown rapidly to become a major concern in analysis of what is missing in Countries struggling for economic and political developmentthe developing Countries (Nigeria). Although issues concerning governance failure and corruption vary within Country to Country; nevertheless, researchers have adopted the concept (Good Governance) as a means of enhancing development and exploring institutional failures (seeGrindle, 2010). The issue of good governance is now a major concern, and without good governance, arguably, the developing Countries (Nigeria) have little or no chance to progress. The two words again-democracy and governanceare interwoven in the framework that is the mechanism of political dialogue across the globe. In theory, this book will examine the relationship between democracy and good governance, by critically analyzing the concepts. This book is divided into two sectionsThe first section of this book will attempt to pin down these concepts: democracy and good governance to their manifestations on ground, using Nigeria as a case study. It will be argued in this paper, that there is no doubt that the transition from military to democratic government in 1999, marked a new beginning of democratic governance in Nigeria. However, Nigerias democracy has remained unstable since the Country returned to democratic form of governance. The political terrain and governing procedures has been characterized by corruption. This first section will argue that corruption has undermined democracy and have had grave implications for good (democratic) governance in Nigeria. In comparison with theoretical arguments, this paper will argue that the Nigerias practical scenario ironically portray the theory, due to the menace of corruption. In summary, this section will focus on corruption as a means of exclusion (deficit), and as a stumbling block in the development of Nigerias good (democratic) governance from a nominal to a practical one, and further conclude that the vast discrepancy between Nigerias nominal democracy and corrupt governance practices show that it is much easier to talk the talk, than it is to walk the walk. That is to say, good governance is easier to deliberate in theory, than to effect in practice, looking at the case of Nigeria. Nevertheless, with the few steps that have been taken in the last decade or so of democracy, and the unending and continuous efforts put forward by the present administration, one can expect further improvement in the years to come. The essays brought together in the second section of this book represent a selection of my further contribution to the continuing discussion about the position of public policy and governance in todays world. It tackles issues concerning public administration, public policypolicy implementation, and governance around the globe.

As good governance improves, national security also improves, in that challenges to national security become lesser and lesser in such a society. It concludes that for most of Africa, this is not happening fast enough. Thus, creating fertile grounds for their citizens, especially the youths, to resort to self-help measures, some of which include violence and militancy. These have further complicated the issues of national security, good governance and democracy in Africa. Praise for the Book This book is a must read. Available in PDF, EPUB and Kindle. Book excerpt: Scientific Essay from the year 2021 in the subject Politics - International Politics - Region: Africa, , language: English, abstract: Political Parties are one of the fundamentals of Democratic governance, and it’s been adjudged the best form of government that allows equal opportunities for participation and representation all over the world. In 1999, Nigeria kick-started the journey of the Fourth Republic of democratic governance uninterrupted in the case of other civilized democracies of the world. Consequently, this work examined the conflicts in political parties and its challenges on governance in the country. The study adopted the descriptive approach of analysis, and made of the strategic conflict theory, the study observed that a strong and stable political party under the rule of law will guarantee good governance, accountability transparency and many more under the law. This study further observed that the political parties in Nigeria have moved some steps forward, a lot needs to be done in the areas of incessant defections/ party switching/ cross carpeting of party members from one party to another. The work also observed that the political parties need to separate party leadership from governmental leadership; the two cannot be under the leadership of one elected government official in the name of party leader. This is the result of constant conflict in the struggle to control the headship of a political party between elected officials who may have abandoned governance and other party big wigs that leads to incessant defections by those who lost out of the struggle. The study concludes that for democracy to be fully functional in Nigeria, the political parties must strengthen the party institutions and make elected leaders answerable to the party, by this act the party will remain supreme and its ideologies and manifestos must be carried out to the latter by elected representatives at all levels of governance.

Book excerpt: This book shows that the security, economic, political, and social problems challenging national security, democracy, and good governance currently in Nigeria would get better or worse, depending on what happens to the 71 percent of Nigerias population still living below the poverty line. This is in spite of the billions of petrodollars that Nigeria garnered as revenue over the past few decades. It reveals that one does not need to be a political prophet to predict that if these challenges are not successfully addressed through good governance and inclusive growth, this country will witness worse civil disobedience, violence, revolts, militancy, breakdown of law and order, more kidnappings, and more of the citizens trying to check out of the country to other parts of the world in the future. It concludes, however, that under such intense pressures, the Government of Nigeria, even if it is simply for its self-preservation, will be forced by the objective conditions to move against the interests of the dominant groups and classes in Nigeria. These are the ones who have, for long, captured and hijacked state power and the resources of the country for their exclusive use. There is this perception that Nigerians dont write and read. This perception is deep-seated, even among intellectuals who see our authors as shallow researchers. But Dr. Dan Mou has debunked that myth and shown that Nigerians can write well-researched and detailed books. It is quite prophetic in its assessment of the Nigerian State (Agbo Agbo, deputy editor, The Nation). Dr. Dan Mou has proven himself a world-class scholar and an intellectual colossus. His reputation as an internationally renowned public policy expert has continued to soar. I congratulate him for these remarkable achievements (Professor Justice Abdul Fatai Kuti, first justice of Abuja High Court and former dean, faculty of law, University of Ado Ekiti, Ekiti State of Nigeria). Dr. Mou is certainly one of the best scholars we have on the African continent. As an educationist myself, before I became a traditional ruler, I agree totally with his analysis and conclusions. I share the optimism Dr. Mou has expressed . . . that once the recommendations therein are adopted and meticulously implemented, with proper monitoring and evaluation of such resultant policies and programmes, Nigeria and indeed Africa would be able to solve most of these challenges (HRH Alh. Dr. Sheban Audu, Nizazo III, Etsu Kwali, Etsu Kwalis Palace, Abuja, Nigeria).

Book excerpt: This is a must-read book for inquisitive minds, those with big ideas in the collaborative foundations of Democratic Governance, Public Administration and Capacity Building. It is a book of building and improving public service, current issues and best practices in managing transformational trends in governance and democracy, employee empowerment citizen participation and the rampant culture of corruption in the Nigerian system of government. It is a book of learning from the practice of Democratic Governance in a civic society; a practical example of Nigerian inept leadership in management of the Public Administrative sector that includes thought-provoking normative arguments; a book that creates a powerful learning instrument for students of research methodology; a reference book for adult learners and researchers; a book that can bring each person's life experiences to share, and allow them to open their minds as they read the book with innovative public leadership development in mind.
