The creation of the new positions of Directors of Laboratories was a first and important step in this direction because of their close interface with the policy level. This was followed by the creation of selected new weapon centers whose missions will provide a direct correlation with important military problems and functions. The total number of Defense laboratories will tend to become smaller; however, the relative balance of funding among the various institutional forms will probably remain essentially as it is today. The emphasis for Defense laboratories will be on quality rather than quantity. One of the most important roles that the laboratories of the future will be increasingly called upon to play is their contribution to the technical definition of crucial military requirements and the consequent translation of these military requirements into technological goals and experimental prototypes, including much heavier involvement in planning for new weapon systems.

Book excerpt: In a government-wide study of research and development (R & D) laboratories, some Department of Defense (DOD) laboratory directors expressed concern about their laboratories' loss of opportunity to perform long-term basic research because DOD has placed emphasis on solving near-term problems. Therefore, GAO reviewed the levels and trends of in-house basic research and the extent that the levels have declined in recent years to determine what impact this might have on the future health and vitality of the DOD laboratories. GAO found that Defense R & D provides the technological foundation for national security. DOD in-house laboratories play a vital role in striving for technological leads in areas important to defense, guarding against technological surprise by the adversary, and providing options which shape the U.S. military posture. Doing basic research is essential to the laboratories' vitality because it helps them to attract good scientists, keep up with and use advances in science, and increase the overall level of technical ability. The level of basic research performed at the in-house laboratories has seriously declined, and the DOD research growth is planned for the external research community. Allowing the laboratories to remain at the current level of basic research performance could erode their long-term ability to perform those functions which are basic to supporting a mission organization.

Public Law 101-510 established the Federal Advisory Commission on Consolidation and Conversion of Defense Research and Development Laboratories to study the Department of Defense (DoD) laboratory system and provide recommendations to the Secretary of Defense on the feasibility and desirability of various means to improve the operation of the DoD laboratories. Among the means the Commission was directed to study were: (1) conversion of some or all of the DoD laboratories to Government-Owned, Contractor-Operated laboratories, (2) mission and/or function modification of some or all of the laboratories, and (3) consolidation or closure of some or all of the laboratories. The DoD operates a large and complex laboratory system. The DoD laboratories (42 Army, 20 Navy, and 4 Air Force) spend approximately $6.5 billion annually and employ nearly 60,000 people, of whom over 26,000 are scientists and engineers. The DoD laboratory system has evolved over the past 150 years. Each Service's system is different and is a product of its historical origins, culture, and method of systems acquisition. Several laboratories are embedded in larger organizations. A significant number of the laboratories are relatively small and geographically isolated. In undertaking its task, the Commission started with the fundamental issues concerning the laboratories: Why does the DoD have in-house laboratories? What are their primary functions? What is their current level of effectiveness? What are the attributes of an effective laboratory? How best can these attributes be achieved within the current environment? Is conversion to Government-Owned, Contractor-Operated necessary and/or feasible?

The objectives of the study were as follows: (1) to provide DDR & E with an assessment of the recent trends/current status of the S & E workforce as input for policy and funding decisions relative to S & E workforce development to meet national security needs, and (2) to present suggestions to DDR & E regarding policies and practices that will ensure future workforce viability. The principal tasks were to determine the size and composition of the current civilian S & E workforce in DoD science and technology (S & T) laboratories; identify recent trends in the S & E workforce and projected trends to 2020; estimate the anticipated future composition of the U.S. and DoD S & E workforces; and assess current DoD workforce programs, policies, and practices relative to future S & E needs. A customized database developed by IDA, which contains workforce information provided by the Defense Manpower Data Center (DMDC), was created to conduct the workforce analysis. Trends in the DoD Lab civilian S & E workforce between 1988 and 2008 were analyzed in 5-year increments. IDA augmented data analysis with selected DoD lab director interviews, in part to understand the role of "Lab Demo" in shaping DoD S & T workforce personnel policies. This report summarizes the study's findings and recommendations.

The impetus was an awareness that despite the laboratories' impressive scientific accomplishments and contributions to U.S. national interests and global health, they are not well understood outside of research circles and consequently find themselves undervalued in today's environment of fiscal austerity. They stand at the intersection of health and security, a topic of increased importance to U.S. approaches to global health. The CSIS project aimed to assess the laboratories' contributions and achievements; examine the factors that constrain their performance; and propose reforms that will put them on the best course to continued success. It included considerable background research, three formal meetings of experts, travel to five overseas laboratories, and interviews with dozens of laboratory researchers and collaborators. This report lays out the project's research, conclusions, and recommendations. The laboratories contribute fundamentally to U.S. military readiness, their core function, through medical research tied directly to the protection of deployed personnel. In addition, their development of products such as vaccines, therapies, medical devices and new prophylactic drugs brings shared health benefits to the world at large, strengthens the scientific community in the host country, and attrafts other U.S. government agencies as well as multiple university, business and foundation partners, eager to advance field trials and other scientific research in an endemic disease environment. At the same time, the laboratories contribute substantially to related scientific activities, most notably global detection of emerging and re-emerging disease threats, while helping to build military-to-military collaboration and local medical and scientific capacity. They are also active and valued participants in U.S. Embassy country teams, the in-country face of U.S. diplomacy.

Book excerpt: At the request of the Deputy Under Secretary of Defense for Research and Engineering (Research and Advanced Technology), a task group of senior research and development executives examined barriers to effective performance of in-house laboratories. This effort was in part motivated by: Perception of conflicting controls on laboratories, informally transmitted to ODUSDRE at the Gaithersburg Laboratory Directors meeting and by personal correspondence, and Congressional interest in recent years but particularly during the FY 79 HASC hearings. The task group verified that there are a variety of controls on laboratory operations, common to the three Services, which when taken collectively, seriously limit the effective use of laboratory resources. The individual controls, based on the legitimate exercise of authority, are motivated by the need to limit costs. It is the observation of this task group that the laboratories are being seriously affected by a collection of controls which limit their capability to exercise substantive and effective management in meeting mission requirements and exploiting technological opportunities. Modifying individual controls as a solution to this situation disguises the adverse effect that the individual controls collectively produce. Consequently, the task group believes that the problem should be approached from a fundamental point of view, aimed at accomplishing the objectives of the controls while simultaneously improving effective laboratory management.
