Its purpose is to ensure that the central bank is credible in its pursuit of price stability while making sure that monetary policy is never subservient to fiscal policy - what is known as monetary dominance."Further, the ECB President adds that, "central bank independence does not preclude communication with governments when it is clear that mutually aligned policies would deliver a faster return to price stability- and that rather, it only imposes limits on what such alignment could entail.....Specifically, it means that alignment between policies WHERE NEEDED must serve the objective of monetary stability and not work to its detriment. " (emphasis added)To what extent and limits is it necessary to engage unconventional monetary policies such that they do not subject monetary policy goals to fiscal policy needs? The dangers of prolonged periods of zero interest rates- coupled with low inflation are also brought to light in the academic literature. Hence whilst this chapter considers the merits and draw backs of certain unconventional monetary policies, it also contributes to the literature by justifying their implementation and rationales for recent global trends. This is facilitated by way of recommendations in respect of recent innovative optimal coordinated policy combinations adopted and put forward by selected jurisdictional central banks aimed at addressing gaps in monetary policy.

Key findings are: (i) in most advanced countries, central banks do not finance government expenditure; (ii) in a large number of emerging and developing countries, short-term financing is allowed in order to smooth out tax revenue fluctuations; (iii) in most countries, the terms and conditions of these loans are typically established by law, such that the amount is capped at a small proportion of annual government revenues, loans are priced at market interest rates, and their maturity falls within the same fiscal year; and (iv) in the vast majority of countries, financing other areas of the state, such as provincial governments and public enterprises, is not allowed. The paper does not address central banks' financial support during financial crises.

The recent successes of some LLMICs and the experiences of emerging and advanced economies, both early in their policy modernization process and following the global financial crisis, are valuable in identifying desirable features of such frameworks. This paper draws on those lessons to provide guidance on key elements of effective monetary policy frameworks for LLMICs.

Book excerpt: China’s growth performance since the start of economic reforms in 1978 has been impressive, but the gains have not been distributed equally across provinces. We use a nonparametric approach to analyze the variation in labor productivity growth across China’s provinces. This approach imposes less structure on the data than the standard growth accounting framework and allows for a breakdown of labor productivity into efficiency gains, technological progress, and capital deepening. We have the following results. First, we find that on average capital deepening accounts for about 75 percent of total labor productivity growth, while efficiency and technological improvements account for about 7 and 18 percent, respectively. Second, technical change is not neutral. Third, whereas improvement in efficiency contributes to convergence in labor productivity between provinces, technical change contributes to productivity disparity across provinces. Finally, we find that foreign direct investment has a positive and significant effect on efficiency growth and technical progress.
