Book excerpt: As Secretary of State Colin Powell told the House International Relations Committee in February 2002, the United States "will have a continuing interest and presence in Central Asia of a kind that we could not have dreamed of before." After providing background on the development of U.S. security interests in Central Asia, this monograph examines post-9/1 1 trends in U.S. policy and military engagement. In the 1990s the United States initiated military engagement with Central Asia to support the region's integration with western political-military institutions, as well as to protect the sovereignty and independence of these states, assist them to improve their border security against transnational threats, encourage them to adopt market-oriented reform and democratization, and ensure access to energy resources in the region. U.S. military cooperation expanded rapidly with Central Asian states in the immediate aftermath of 9/11 due to the framework of relations that had been built piecemeal in the 1990s. For the first time the United States acquired temporary basing in this region in response to a changing security environment, as Uzbekistan, Kyrgyzstan, and Tajikistan became frontline states in Operation ENDURING FREEDOM. Anti-terrorism became the central focus of U.S. policy in the region, although other goals still remain important.

This monograph, taken from SSI's conference ("Contemporary Issues in International Security") with European and Russian scholars in 2010, provides a comprehensive analysis of the means and objectives of Russia's involvement in Central Asia. It provides Russian perspectives concerning the other actors in Central Asia and how Moscow views the policy significance of those efforts, and a French analysis of the strategic situation evolving there. For obvious reasons: the war in Afghanistan, proximity to major global actors, large energy holdings, and for less obvious reasons, i.e., that possibility that domestic instability in one or more of these states could spread to other Muslim states as we now see in the Arab revolutions of 2011, Central Asia is an increasingly important and interesting region.

It is important to identify new patterns of relevance for future security cooperation in the region, but the potential for a new security system or for new institutions to manage security in the region remains uncertain. These issues are explored by a team of prominent specialists from Western Europe, the United States, Russia and China.

The involvement of diverse nations in the exploitation and export of Caspian oil offers the best hope of stability in the region, although the fear that a single external power might gain monopolistic control over these coveted resources is an issue of major concern. Any economic or social breakdown in the region is likely to create a dangerous power vacuum, since the states are surrounded by three current nuclear powers and another aspiring nuclear power. These Central Asian states share several characteristics with the Gulf states and like them are exploring avenues for intra-regional cooperation and integration. The Gulf states are therefore poised to play a unique role in the development of the strategic Central Asian region with which its destinies have historically been linked.

That strategy strongly connects our prosecution of that war to our policy in Pakistan and internal developments there as a necessary condition of victory. But it has also provided for a new logistics road through Central Asia. In this monograph, Dr. Blank argues that a winning strategy in Afghanistan depends, as well, upon the systematic leveraging of the opportunity provided by that road and a new coordinated nonmilitary approach to Central Asia. That approach would rely heavily on improved coordination at home and the more effective leveraging of our superior economic power in Central Asia to help stabilize that region so that it provides a secure rear to Afghanistan. In this fashion, we would help Central Asia meet the challenges of extremism, of economic decline due to the global economic crisis, and thus of political stability in states that are likely to be challenged by the confluence of those trends. This monograph therefore contributes directly to the debate on U.S. strategy in Afghanistan and Central Asia and duly represents a part of the Strategic Studies Institute's continuing efforts to participate in and help shape that debate over U.S. strategy and policy.
