Book excerpt: Following the passage of the Confederate Ordinance of Secession in April 1861, pro-Union Virginians met in Wheeling and began the process that would lead to the formation of West Virginia as a separate state. Despite the new state's allegiance to the North, the population of West Virginia remained divided in its loyalties, as author John W. Shaffer has described in his other book, "Barbour County, A Clash of Loyalties: A Border County in the Civil War." In his latest effort, "Union and Confederate Soldiers and Sympathizers," Mr. Shaffer enumerates over 1,000 individuals who comprised the fractious community of Barbour County. Using official military records, the 1860 U.S. federal census, and a variety of other primary and secondary sources, the author lists 718 Union and 528 Confederate soldiers and sympathizers from Barbour County. These individuals are arranged by army and thereunder alphabetically. For each we learn the military unit (except for sympathizers), dates of service, duties, date of birth, names of parents, postwar occupation and other activities, and date of death. Mr. Shaffer's Introduction describes the background of the Civil War in Barbour County, while the Appendices specify the Union and Confederate units and military engagements in which Barbour citizens fought.

Of the leaders of the American Army in World War II, Jacob Devers is undoubtedly the “forgotten four-star.” Plucked from relative obscurity in the Canal Zone, Devers was one of four generals selected by General of the Army George Marshall in 1941 to assist him in preparing the Army for war. He quickly became known in Army circles for his “can do” attitude and remarkable ability to cut through red tape. Among other duties, he was instrumental in transforming Ft. Bragg, then a small Army post, into a major training facility. As head of the armored force, Devers contributed to the development of a faster, more heavily armored tank, equipped with a higher velocity gun that could stand up to the more powerful German tanks, and helped to turn American armor into an effective fighting force. In spring 1943, Devers replaced Dwight Eisenhower as commander of the European Theater of Operations, then was given command of the 6th Army Group that invaded the south of France and fought its way through France and Germany to the Austrian border. In the European campaign to defeat Hitler, Eisenhower had three subordinate army group commanders: British Field Marshall Bernard Montgomery, Omar S. Bradley, and Jacob Devers. The first two are well-known; here the third receives the attention he properly deserves.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. Examining data on median family wealth from the 1860 United States Census, Marvel reveals the economic conditions of the earliest volunteers from each northern state during the seven major recruitment and conscription periods of the war. The results consistently support the conclusion that the majority of these soldiers came from the poorer half of their respective states’ population, especially during the first year of fighting. Marvel further suggests that the largely forgotten economic depression of 1860 and 1861 contributed in part to the disproportionate participation in the war of men from chronically impoverished occupations. During this fiscal downturn, thousands lost their jobs, leaving them susceptible to the modest emoluments of military pay and community support for soldiers’ families. From newspaper accounts and individual contemporary testimony, he concludes that these early recruits—whom historians have generally regarded as the most patriotic of Lincoln’s soldiers—were motivated just as much by money as those who enlisted later for exorbitant bounties, and that those generous bounties were made necessary partly because war production and labor shortages improved economic conditions on the home front. A fascinating, comprehensive study, Lincoln’s Mercenaries illustrates how an array of social and economic factors drove poor northern men to rely on military wages to support themselves and their families during the war.
