Book excerpt: This study describes and analyses in depth the transformation taking place in world manufacturing industry and its impact on the economies of newly industrialising countries. In Part One, the causes and characteristics of export-oriented industrialisation are studied, often using world-wide cross-country analyses. Trade policies and export strategies underlying such industrialisation processes get much attention. Part Two mainly deals with the domestic preconditions for and consequences of export-oriented manufacturing production, on the basis of detailed case studies of seven East and South-East Asian countries.

When we organized the conference, our focus was to provide policymakers and entrepreneurs with a summary of the experiences and lessons of countries that have pursued policies geared to export-led growth. After the conference we decided that the papers would be useful to a much wider audience and should be prepared for publication. The revised papers are contained in this volume.

Book excerpt: What is Import Substitution Industrialization The concept of import substitution industrialization (ISI) refers to a trade and economic policy that promotes the replacement of domestic manufacturing for imports from other countries. The idea is predicated on the assumption that a nation ought to make an effort to lessen its reliance on foreign sources by increasing the amount of industrialized goods that are produced domestically. The word is most commonly used to refer to development economics policies that were implemented in the 20th century; nevertheless, economists like as Friedrich List and Alexander Hamilton have been lobbying for its implementation since the 18th century. Available in PDF, EPUB and Kindle. Book excerpt: Economic and social progress requires a diverse ecosystem of firms that play complementary roles. Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.

Book excerpt: The analysis and adjustment of government expenditure in less developed countries is discussed. A better balance between supply and demand in the public sector can be achieved by raising budgetary revenues, or by cutting budgetary expenditures, or by some combination of both. The IMF devotes considerable attention to assisting countries to make their tax systems more buoyant, to reduce the disincentive effects of taxation, and to administer their tax systems more effectively. Government expenditure policies are often important elements in programs of external adjustment supported by the IMF.

Available in PDF, EPUB and Kindle. Book excerpt: A developing country may have two different paths aimed at industrialization policies according to its foreign trade perspective. The first one is import substitution industrialization and the second one is export-oriented industrialization. At the same time countries that have to shape their allocation of resources according to foreign demand are compulsory to be open for international trade. The reason is that the strategy reaches to success if developed countries open their markets to developing or less developed countries. Whereas, it's clearly known that developed countries open their market to other developed countries. In Turkey, when the import substitution industrialization policies that has been applied since 1963 started to be inadequate export-oriented industrialization policy was adopted with the framework of the Stabilization Program on January 24th 1980 and while the significant increases were performed in Turkey's export volume as a result of positive developments created by these policies. The best evidence of this change is incredible progress in export item of manufacturing industry which is one of the most important industrial sectors in the economic structure.

Available in PDF, EPUB and Kindle. Book excerpt: Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

Book excerpt: Industrial policy is tainted with bad reputation among policymakers and academics and is often viewed as the road to perdition for developing economies. Yet the success of the Asian Miracles with industrial policy stands as an uncomfortable story that many ignore or claim it cannot be replicated. Using a theory and empirical evidence, we argue that one can learn more from miracles than failures. We suggest three key principles behind their success: (i) the support of domestic producers in sophisticated industries, beyond the initial comparative advantage; (ii) export orientation; and (iii) the pursuit of fierce competition with strict accountability.
