Book excerpt: It is often said that the Vietnam War taught us that the American public is no longer willing to tolerate American casualties in U.S. wars and military operations. There are also two contradictory corollaries: one that the first deaths in a conflict will spark demands for immediate withdrawal, the other that casualties lead to an inexorable demand for "escalation to victory." The truth is far more subtle and sensible. The simplest explanation consistent with the data is that public support for U.S. military operations and public tolerance for casualties are based upon a sensible weighing of benefits and costs that is influenced heavily by consensus (or its absence) among political leaders. When such agreement is missing, even low costs can erode public support for the intervention. In the end, most Americans do not want lives to be sacrificed for any but the most compelling and promising causes, and they rely on their leaders to illuminate just how compelling and promising these causes are.

It also assesses to what extent concern over adverse public reaction to U.S. casualties and the resulting decline in public support influenced Presidential decision-making with respect to military intervention in Vietnam, overriding purely strategic or military considerations. The research approach consisted primarily of interviews with senior Johnson administration officials. It concludes that (1) limited wars often cost more and last longer than anticipated. (2) public support inevitably declines with mounting casualties, no matter what interests are at casualties, no matter what interests are at stake, and (3) democracies can't continue fighting limited wars indefinitely with steadily declining public support. It recommends that minimizing U.S. casualties should be a central objective in the formulation of new strategies, force configurations, and weapon systems for limited war contingencies. (Author).

Contrary to the conventional view, the authors demonstrate that the public does not respond reflexively and solely to the number of casualties in a conflict. Instead, the book argues that the public makes reasoned and reasonable cost-benefit calculations for their continued support of a war based on the justifications for it and the likelihood it will succeed, along with the costs that have been suffered in casualties. Of these factors, the book finds that the most important consideration for the public is the expectation of success. If the public believes that a mission will succeed, the public will support it even if the costs are high. When the public does not expect the mission to succeed, even small costs will cause the withdrawal of support. Challenging Israel with attrition has been compatible with the 'Arab way of war', which emphasizes staying power, and with the belief that democracies cannot tolerate wars of attrition, either economically or psychologically. Israel for its part developed a self-image of incapacity to sustain prolonged wars, committing itself to a traditional offensive approach to blitzkrieg, whenever possible. The book offers an account of nine wars of attrition that Israel was involved in over almost 60 years, from Palestinian infiltration and fedayeen activities against Israel in the early 1950s, through to the Second Lebanon War in 2006. The author uses these cases to challenge the myth that Israel cannot afford to become involved in a draining war of attrition. Focusing on central aspects typical of Western democracies engaged in wars of attrition – operational effectiveness; the societal staying power; the economic burden of the war; moral dilemmas; and conflict management problems - the book challenges the myth that Israel cannot afford to become involved in a draining war of attrition, while at the same time highlighting the fact that in its wars of attrition Israel has not always succeeded in avoiding undesired escalation. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto. The need to reduce the ex ante hurdles and the ex post costs of military deployments fills the blind spots of alternative explanations for the use of PMSCs based on effectiveness, ideology, and organizational interests.
