Book excerpt: It is often said that the Vietnam War taught us that the American public is no longer willing to tolerate American casualties in U.S. wars and military operations. There are also two contradictory corollaries: one that the first deaths in a conflict will spark demands for immediate withdrawal, the other that casualties lead to an inexorable demand for "escalation to victory." The truth is far more subtle and sensible. The simplest explanation consistent with the data is that public support for U.S. military operations and public tolerance for casualties are based upon a sensible weighing of benefits and costs that is influenced heavily by consensus (or its absence) among political leaders. When such agreement is missing, even low costs can erode public support for the intervention. In the end, most Americans do not want lives to be sacrificed for any but the most compelling and promising causes, and they rely on their leaders to illuminate just how compelling and promising these causes are.

What has changed over time, most dramatically in the last 150 or so years, is the care these casualties receive and who provides it. This book looks at the history of how humanity has cared for its war casualties and veterans, from ancient times through the aftermath of World War II.

Available in PDF, EPUB and Kindle. Book excerpt: From the Korean War to the current conflict in Iraq, Paying the Human Costs of War examines the ways in which the American public decides whether to support the use of military force. Contrary to the conventional view, the authors demonstrate that the public does not respond reflexively and solely to the number of casualties in a conflict. Instead, the book argues that the public makes reasoned and reasonable cost-benefit calculations for their continued support of a war based on the justifications for it and the likelihood it will succeed, along with the costs that have been suffered in casualties. Of these factors, the book finds that the most important consideration for the public is the expectation of success. If the public believes that a mission will succeed, the public will support it even if the costs are high. When the public does not expect the mission to succeed, even small costs will cause the withdrawal of support. Providing a wealth of new evidence about American attitudes toward military conflict, Paying the Human Costs of War offers insights into a controversial, timely, and ongoing national discussion.

Available in PDF, EPUB and Kindle. Book excerpt: Americans are greatly concerned about the number of our troops killed in battle--100,000 dead in World War I; 300,000 in World War II; 33,000 in the Korean War; 58,000 in Vietnam; 4,500 in Iraq; over 1,000 in Afghanistan--and rightly so. But why are we so indifferent, often oblivious, to the far greater number of casualties suffered by those we fight and those we fight for? This is the compelling, largely unasked question John Tirman answers in The Deaths of Others. Between six and seven million people died in Korea, Vietnam, and Iraq alone, the majority of them civilians. And yet Americans devote little attention to these deaths. Other countries, however, do pay attention, and Tirman argues that if we want to understand why there is so much anti-Americanism around the world, the first place to look is how we conduct war. We understandably strive to protect our own troops, but our rules of engagement with the enemy are another matter. From atomic weapons and carpet bombing in World War II to napalm and daisy cutters in Vietnam and beyond, we have used our weapons intentionally to kill large numbers of civilians and terrorize our adversaries into surrender. Americans, however, are mostly ignorant of these facts, believing that American wars are essentially just, necessary, and "good." Tirman investigates the history of casualties caused by American forces in order to explain why America remains so unpopular and why US armed forces operate the way they do. Trenchant and passionate, The Deaths of Others forces readers to consider the tragic consequences of American military action not just for Americans, but especially for those we fight.

Available in PDF, EPUB and Kindle. Book excerpt: Infectious diseases continue to pose a substantial threat to the operational capacity of military forces. Protecting Our Forces reviews the process by which the U.S. military acquires vaccines to protect its warfighters from natural infectious disease threats. The committee found that poorly aligned acquisition processes and an inadequate commitment of financial resources within the Department of Defense vaccine acquisition process â€" rather than uncleared scientific or technological hurdles â€" contribute to the unavailability of some vaccines that could protect military personnel and, implicitly, the welfare and security of the nation. Protecting Our Forces outlines ways in which DoD might strengthen its acquisition process and improve vaccine availability. Recommendations, which include combining all DoD vaccine acquisition responsibilities under a single DoD authority, cover four broad aspects of the acquisition process: (1) organization, authority, and responsibility; (2) program and budget; (3)manufacturing; (4) and the regulatory status of special-use vaccines.
