Book excerpt: Supporters of neoliberalism claim that free markets lead to economic growth, the creation of a middle class, and the establishment of democratically accountable governments. Critics point to a widening gap between rich and poor as countries compete to win foreign investment, and to the effects on the poor of neoliberal programs that restrict funding for health, education, and welfare. This book offers a ground-level view from Sumatra of the realities behind these debates during the final years of Suharto’s New Order and the beginning of a transition to more democratic government. The author’s wealth of primary data from ten years of interviews and local newspaper reportage (1994–2004) shows how farmers and laborers were dispossessed by both government policies and crony capitalism. Elizabeth Collins relates the stories of populist efforts in South Sumatra to combat "development" policies responsible for producing extreme poverty and allowing corruption to flourish. She describes how student-led NGOs worked with farmers fighting to retain their livelihoods in the lowland forests of South Sumatra. She reports on a local branch of the Indonesian Environmental Forum as it battled multinational companies and Indonesian conglomerates responsible for damage to the environment; on contract workers protesting exploitation by a company with ties to a Suharto crony; and on systemic corruption under the New Order, which spread throughout all levels of government and into civil society organizations. She examines the sometimes strained relationships between Islamists and human-rights activists, arguing that there is no inherent contradiction between Islam and democratic politics. Collins concludes that for real change to occur, neoliberal capitalism must be recognized as a utopian ideology; democracy, imperfect as it is, offers the best hope for sustainable development in Indonesia.

In 2010, economic growth was 6% per annum, yet inflation was 6.96% over the governmentï¿1⁄2s target of 5ï¿1⁄21% (year on year). Indonesiaï¿1⁄2s high and persistent inflation issues have become more problematic because of their effect on economic growth. Moreover, variations of the inflation rate have affected regional economic growth differently, due to the differential characteristics of each region. As the determinants of inflation may be different in each region, monetary policy differentially affects regional economic growth.This research has three main goals: 1) to examine the effect of inflation and its volatility on economic growth and its volatility across regions in Indonesia. We also extend to examine other factors of regional economic growth, such as openness, credit growth and TFP; 2) to analyze the factors of inflation in the long and short term in Indonesian regions and provinces. 3) to analyze the differential effects of monetary policy on regional and sectoral economies, such as the agriculture sector, the mining sector, the manufacturing sector and the trade, hotel and restaurants sector. The analysis uses the panel OLS and SUR methods for (1), the panel co-integration techniques and ECM methods for (2), the VAR and Generalized Impulse Response methods for (3). This study focuses on five Indonesian regions: Sumatra, Java, Kalimantan, Sulawesi and Papua during the period 1989-2011. The data are sourced from the Statistic Bureau of Indonesia, CEIC Data and Bank Indonesia.The empirical results verify the previous findings (for example, Apergis, 2004; Erbaykal and Okuyan, 2008; Gillman and Harris, 2010) that inflation can be detrimental to economic growth. This study also found that the effect of inflation volatility on both economic growth and its volatility is significant in all regions and provinces in Indonesia. The interesting finding is that there exists a differential regional effect of both inflation and its volatility on both economic growth and its volatility. The highest effect of that is in the Java region and the lowest effect of that is in the Papua region. This may be because Papua was dominated by the agriculture and mining sectors, which may be less sensitive to both inflation and its volatility. We also found that other macroeconomic variables, such as credit growth, openness, TFP growth are important factors of both economic growth and its volatility in Indonesian regions. These variables have positively supported economic growth and the stability of growth.
