Book excerpt: At the conclusion of the 1982 Federal fiscal year, the Department of Labor awarded grants to organizations in six areas to implement one-year demonstration programs aimed at assisting the readjustment of dislocated workers. These areas were Alameda County, CA; Buffalo, NY; Lehigh Valley, PA; Mid-Willamette Valley, OR; Milwaukee, WI; and Yakima, WA. This report is a case study of the program operated in Milwaukee, WI and which served workers from January thru September 1983. This program served a total of 2,713 workers who were dislocated after 1981. All program participants were part of a job placement pool and over 800 were referred to area job openings; 108 participants received on-the-job training; no classroom training was offered. Nine percent of the participants were placed at an average program cost of just over $231 per participant and $1,500 per placement. The placement rate for those receiving on-the-job training was above average (87 percent) while the cost per placement was only slightly above average for the on-the-job training participants ($1,678 as compared with $1,503 overall).

These areas were Alameda County, CA; Buffalo, NY; Lehigh Valley, PA; Mid-Willamette Valley, OR; Milwaukee, WI; and Yakima, WA. This report is a case study of the program operated in Yakima County, WA and which served workers from November 1982 through September 1983. In total, 243 workers were provided with orientation and assessment, job search skills training and job development and placement assistance. Of these program participants, 40 were placed in OJT positions and 15 received classroom training in computer maintanance and reapair. The program placed 80.2 percent (195) of its participants, but only 47 percent of those who entered classroom training. The average cost per participant was $2,007 and the average cost per placement was $2,501. However, the average cost per placement was over $10,000 for the classroom training participants and over $4,000 for the OJT participants. These outcomes compare with an average placement rate of 44 percent and unit costs of near $1,300 per participant and $2,300 per placement for the demonstration as a whole.

This program served a total of 1,285 workers who were dislocated after 1981. All program participants received job seeking skills training and job search assistance; 120 participants received on-the-job training; and 353 received classroom training. Thirty-two percent of the participants were placed at an average program cost of just over $720 per participant and $2,256 per placement. The placement rate for those receiving classroom training was slightly above average (39 versus 32 percent) while the cost per classroom training participant was substantially above average ($3,306 versus $2,256).

This program was combined with a program initiated by the State of California, GM and the UAW to serve workers laid-off from a GM assembly plant in Fremont, CA. A comparison project was also initiated for GM workers in Southgate, a small industrial city in Los Angeles County. This project is also examined in the report. In Alameda 90 percent of the 3181 participants came from the GM plant and in Southgate all 1682 participants came from GM. The participants were offered job search workshops and placement assistance through the California Job Service, OJT, and classroom training. There was a heavy emphasis on classroom training with 27 and 45 percent of the participants enrolled in training in Alameda and Southgate respectively. The projects were notable for their large size and numerous public and private organizations that worked smoothly together. Overall placement rates, however, were low, 17 percent in Alameda and under 5 percent in Southgate, although the fact that both projects continued after the end of the year-long DOL grant period provides a partial explanation for this outcome.
