Welche Rolle spielen die Jugendsozialarbeit, insbesondere die Jugendberufshilfe, und die Kompetenzagenturen im Übergangssystem? Um der Beantwortung dieser Fragen näher zu kommen widmet sich diese Arbeit in einem ersten Schritt den gesellschaftlichen Rahmenbedingungen der Jugendberufshilfe und beginnt somit aus dem Blickwinkel der Makroebene. Die gewandelte Bedeutung von (Lohn-)Arbeit, die sich verlängernde Jugendphase, die Bedeutung von Jugendarbeitslosigkeit und das Übergangssystem werden aufgezeigt. Danach wird versucht, die Soziale Arbeit - hinsichtlich ihrer Rolle im Sozialstaat und ihres Auftrages - in diesem Kontext zu verorten. Im dritten Kapitel wird das Projekt 'Kompetenzagenturen' vorgestellt. Die Entwicklungslinien der Modell- und der Durchführungsphase werden nachgezeichnet und Auftrag, Zielgruppe, projektbezogene Vorgaben und Zielsetzungen der Kompetenzagenturen werden analysiert. Die Vorstellung der Projektfinanzierung und der am Projekt beteiligten Institutionen schließt das Kapitel. Eine, vom ESF definierte Vorgabe für Kompetenzagenturen ist die Anwendung des Konzeptes Case Management, also widmet sich das vierte Kapitel diesem Handlungskonzept. Die theoretischen Grundlagen werden herausgearbeitet und daraus werden Handlungsgrundlagen des Case Management abgeleitet. Im nächsten Schritt werden die verschiedenen Phasen eines Case Management-Prozesses vorgestellt. Das Kapitel schließt mit einem mikroperspektivischen Blick auf ein Fallbeispiel, wobei die Umsetzung des Handlungskonzeptes in der Praxis der Kompetenzagentur Eutin im Fokus steht. Das letzte
