Book excerpt: This book identifies ways in which the U.S. trade and aid policy can most help the Caribbean Basin. A number of impediments to future development in the Caribbean, including the small size of the countries and companies in the region, limited infrastructure development and trade policies that feature government reliance on tariff revenue are reviewed. Furthermore, a number of policies are identified and discussed in this book that could help speed development by increasing the scale of markets for Caribbean countries. To address problems faced by small economies and enterprises, this book examines the ways in which the U.S. could increase regionally focused assistance, such as through the creation of educational programs designed to facilitate understanding of export opportunities and trade benefits, as well as through programs to improve understanding and compliance with international regulations regarding port security and food safety. Infrastructure improvements, along with skilled and educated work force, have been identified as the crucial factors for investors in the Caribbean, particularly in higher wage sectors. This book suggests that, to address limitations in port infrastructure, the U.S. could improve co-ordination on shipping and security issues with Caribbean countries to increase shipping reliability and to reduce time to market. The U.S. could also support training programs to increase the number of skilled workers in the region.

Book excerpt: "Small open economies like those making up the countries of the Caribbean region share a number of fundamental problems of economic management which ultimately affect the entire development process. Co-authors Bhoe Tewarie and Roger Hosein use Trinidad and Tobago and the management of its energy resources as a case study to examine some of the development challenges that face countries of the region. They make the point that in spite of that country s abundant energy resources which has allowed it to grow at a comparatively rapid rate, Trinidad and Tobago, like lesser endowed CARICOM partners, has had to cope with challenges such as diversification, human development, managerial capacity and institutional weakness, all of which contributed to seven consecutive years of decline between 1983 and 1990. Not only is the availability of resources no guarantee for economic success, it also creates unique problems and in the case of Trinidad and Tobago, this is manifested in uneven development in the energy sector compared to other sectors of the economy and society. While the volume focuses on Trinidad and Tobago, there is ample discussion of a range of issues that affect the entire region extending from trade within CARICOM to globalization, open regionalism, relations with the United States, human capital formation and the role of education systems and educational policy in the development process. Tewarie and Hosein combine their talents and research in the areas of economics, culture, education, literature, trade and investment, and development generally, to produce a volume that is rich in data and insights into the development process. Book excerpt: After earlier success, growth performance in most Caribbean countries has been disappointing since the early 1990s. With slower growth, output has fallen behind that of relevant comparator countries. This paper analyzes the growth experience of the Caribbean countries from a cross country perspective. Three findings stand out. First, the slowdown in growth is explained more by a decline in productivity rather than a lack of investment. Second, tourism has been a significant contributor to higher growth (through both capital accumulation and productivity) and lower output volatility, and in many countries there is scope for further expansion of this sector. Third, the small size and the fact that most of these countries are islands have limited growth. Policies aimed at improving productivity, further development of the tourism sector, and regional integration could pay dividends in terms of higher growth in the region.

Available in PDF, EPUB and Kindle. Book excerpt: The Caribbean economy remains a region with many paradoxes. Despite a relative abundance of natural and valuable resources, including its people, large segments of the region still grapple with significant levels of debt, environmental degradation, high unemployment in the formal sector, climate change, limited progress in technological innovation, increasing energy costs, remittance dependency, tourism dependency, loss of correspondent banking relations, exchange rate, noncommunicable diseases, and domestic politics to name more than a few. The poorest countries still lag and remain far more vulnerable to external factors related to trade and global financial sector issues. This edited volume takes a closer look at the contemporary issues related to the economies of the Caribbean. The book provides an added dimension in that each of the chapters includes the contributions of a scholar with lived experiences in and knowledge of the region. Indeed, the book underscores the detailed evidence-based research and perspectives on topics providing insights into the current landscape of the Caribbean. Ultimately, understanding the Caribbean in its varied contexts is an important milestone in pursuing policies that will contribute to flourishing economies replete with sustained growth and development.

Book excerpt: This volume uses the study of firm dynamics to investigate the factors preventing faster productivity growth in Latin America and the Caribbean, pushing past the limits of traditional macroeconomic analyses. Each chapter is dedicated to an examination of a different factor affecting firm productivity - innovation, ICT usage, on-the-job-training, firm age, access to credit, and international linkages - highlighting the differences in firm characteristics, behaviors, and strategies. By showcasing this remarkable heterogeneity, this collection challenges regional policymakers to look beyond one-size-fits-all solutions and create balanced policy mixes tailored to distinct firm needs.
