The authors explain the changes that have occured in the Westminster model by analysing four traditions: royal prerogative, responsible government, constitutional bureaucracy, and representative government. They suggest that each tradition has a recurring dilemma, between centralisation and decentralisation, party government and ministerial responsibility, professionalisation and politicisation, and finally elitism and participation. They go on to argue that these dilemmas recur in four present-day debates: the growth of prime ministerial power, the decline in individual and collective ministerial accountability, politicisation of the public service, and executive dominance of the legislature. They conclude by identifying five meanings of - or narratives about - Westminster. Firstly, 'Westminster as heritage' - elite actors' shared governmental narrative understood as both precedents and nostalgia. Second, 'Westminster as political tool' - the expedient cloak worn by governments and politicians to defend themselves and criticise opponents. Third, 'Westminster as legitimising tradition' - providing legitimacy and a context for elite actions, serving as a point of reference to navigate this uncertain world. Fourth, 'Westminster as institutional category' - it remains a useful descriptor of a loose family of governments with shared origins and characteristics. Finally, 'Westminster as an effective political system' - it is a more effective and efficient political system than consensual parliamentary governments. Westminster is a flexible family of ideas that is useful for many purposes and survives, even thrives, because of its meaning in use to élite actors.

It charts the dynamics of this significant election and the twists and turns of the campaign itself against a backdrop of a very tumultuous period in Australian politics. Like the earlier federal election of 2010, the election of 2013 was an exercise in bipolar adversarial politics and was bitterly fought by the main protagonists. It was also characterised (again) by leadership changes on Labor’s side as well as the entry of new political parties anxious to deny the major parties a clear mandate. Moreover, the 2013 election continued the trend whereby an increasing proportion of the electorate has chosen not to vote for one of the main two political parties. While the 2013 election delivered a clear victory to the Coalition in the Lower House, it simultaneously produced a much more mixed outcome in the Senate, where the Greens managed to record their largest ever representation and a new party, the Palmer United Party, initially secured three Senate positions at its first attempt (together with the election of Clive Palmer to a Queensland seat in the House of Representatives). With minor and micro parties also winning Senate seats amounting to a total of 18 Senators on the cross-benches, the Abbott government’s ability to govern and pass legislation was placed in some doubt. The 2013 election result suggested that far from ending the preceding tumultuous period of Australian politics, it merely served to prolong this era indefinitely. The 2013 campaign was one of the longest on record, arguably commencing when the besieged Prime Minister Julia Gillard announced the date for the election in late January 2013 – then over seven months away. This unconventional tactic overshadowed the election from that date onwards – providing a definite timeline for Labor infighting, influencing the largely negative tactics of the Opposition, and encouraging new parties to proliferate to contest the election. This volume traces these formative influences on the campaign dynamics and explains the electoral outcome that occurred (including the 2014 re-election for the Western Australian Senate seats ordered by the High Court). Although steady transfer of the royal prerogative to a popularly elected executive has enabled these three former dominions to be sometimes described as "crowned republics" or "disguised republics", there was no popular drive to abandon monarchy until the 1990s, and even then the republican cause was based largely on issues of symbolism and national identity than on perceived core weaknesses in the political system. This book traces the long and sometimes subtle process of localising monarchy in the vice-regal office from the mid-twentieth century onwards, and compares the powers and functions of the Queen's surrogates with each other and with those of the monarch herself, including their recourse to the so-called "reserve powers". Among the key questions posed in this comparative study are: Can the current monarchical system be refined to the point of countering republican sentiment? Why has the republican argument gained more momentum in Australia than in Canada or New Zealand? Can a republican model retain residual monarchic elements? What is likely to be the lasting legacy of the Crown in these three strikingly similar political cultures? The author's underlying loyalties are neither firmly monarchist nor firmly republican. He is convinced, however, that the combined effects of a strong sense of national identity and an increasingly presidential style of political leadership within these three Westminster-derived systems make it difficult for contemporary governors-general (or their state and provincial colleagues)to fulfil two of their key roles-to unite and inspire the people on the one hand and to be a credible constitutional watchdog on the other.
