Fossil carbon resources can be replaced by bio-based carbon resources, especially biomass. To allow these solutions to be scaled up without threats to biodiversity and the environment, it is necessary to develop the bioeconomy as a circular economy. With this carbon management approach, other sources of carbon complement biomass: industrial waste, including gases such as CO and CO2, as well as physically and chemically recycled carbon. In the future, direct air capture (DAC) may become competitive and form part of the solution. These approaches can be considered 'circular' because they close material loops and keep carbon recycling in the economy rather than emitting carbon to the atmosphere. This report reviews a number of hybrid technologies that can be deployed to 'defossilise' economic sectors and sets out policy options to bring these technologies to commercial scale

The growing evidence of climate change resulting from the continued increase of atmospheric carbon dioxide concentration has made it a high profile political–social and trade issue. The mean global average earth temperature rose by 0.6± 2°C during the second half of the century with the rate of 0.17°C/decade. As per GISS data in the year of 2017, it rose 0.9°C (1.62 °F) above the 1951-1980 mean global temperature. Recently World Meteorological Organization analyzes the past record temperature and found the past 10 years were the warmest years about 1.1°C above preindustrial level. Over the past decade, carbon management by various techniques has to come to fore as a way to manage carbon dioxide emissions contributing to climate change. The proposed book addresses the need for an understanding of sustainable carbon dioxide management technologies mainly focused on (a) minimizing carbon dioxide emission from sources; (b) maximizing environmentally sound recuse, reduce and recycling; (c)emerging technology toward carbon dioxide mitigation and d) converting carbon dioxide into valuable products form sustainable use. Other books related to carbon management attempt to cover the carbon capture and sequestration, carbon mineralization, utilization and storage but the topic of CO2 management strategies is not discussed in detail for sustainable development. Carbon dioxide is released by chemical reactions that are employed to extract energy from fuels, and any regulatory policy limiting the amount of CO2 that could be released from sequestered sources or from energy-generating reactions will require substantial involvement of the chemical sciences and technology R&D community. Much of the public debate has been focused on the question of whether global climate change is occurring and, if so, whether it is anthropogenic, but these questions were outside the scope of the workshop, which instead focused on the question of how to respond to a possible national policy of carbon management. Previous discussion of the latter topic has focused on technological, economic, and ecological aspects and on earth science challenges, but the fundamental science has received little attention. This workshop was designed to gather information that could inform the Chemical Sciences Roundtable in its discussions of possible roles that the chemical sciences community might play in identifying and addressing underlying chemical questions.
