Book excerpt: This publication sets out a framework for measuring the importance of the digital economy in national and global production processes. Amid the growing interest in the digitalization of socioeconomic activities, there is a lack of consensus on an established framework to estimate the digital economy. This report proposes a definition of the core digital economy and an input-output analytical framework to measure it. Applying this framework to selected economies and years, it finds that the digital economy and digitally dependent industries contribute a significant portion of gross domestic product. It examines key digital economy phenomena and trends in relation to sectoral links, temporal price changes, jobs, global value chains, the COVID-19 pandemic, and Industry 4.0.

Book excerpt: This publication provides updated statistics on a comprehensive set of economic, financial, social, and environmental measures as well as select indicators for the Sustainable Development Goals (SDGs). The report covers the 49 regional members of ADB. It discusses trends in development progress and the challenges to achieving inclusive and sustainable economic growth across Asia and the Pacific. This 52nd edition discusses how the COVID-19 pandemic has intensified the challenges of meeting development targets, which needed urgent attention even before the global health crisis began. To put into practice the "leave no one behind" principle of the SDGs, the availability of more detailed and informative data is crucial. With the pandemic intensifying society's reliance on digital platforms for remote working and learning, as well as for shopping and entertainment, the 2021 report features a special supplement, Capturing the Digital Economy: A Proposed Measurement Framework and Its Applications, which is rooted in input-output analysis and uses readily available national accounts data. The study provides a sound basis on which to assess the relative importance of the digital economy in national and global production processes.

The OECD Handbook on Compiling Digital SUTs explains these three dimensions and includes examples.

Book excerpt: "Digitalization encompasses a wide range of new applications of information technology in business models and products that are transforming the economy and social interactions. Digitalization is both an enabler and a disruptor of businesses. The lack of a generally agreed definition of the “digital economy” or “digital sector” and the lack of industry and product classification for Internet platforms and associated services are hurdles to measuring the digital economy. This paper distinguishes between the “digital sector” and the increasingly digitalized modern economy, often called the “digital economy,” and focuses on the measurement of the digital sector. The digital sector covers the core activities of digitalization, ICT goods and services, online platforms, and platform-enabled activities such as the sharing economy."

This book was released on 2023-12-11 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: Small and medium-sized enterprises (SMEs) constitute the large majority of businesses both globally and in Asia and the Pacific. Despite their undeniable importance, the literature on SMEs in general, and agrifood SMEs in particular, is relatively limited. One specific area that deserves deeper consideration is the extent of digital engagement of agrifood SMEs along the agrifood value chain, from farm to retail and food services, in countries in Asia and the Pacific. The goal of this publication is to understand the current status of digitalization of agri-SMEs in Asia and the Pacific, what this process looks like and how to improve it. A value-chain approach was adopted to evaluate the digital maturity of all types of agri-SMEs across previously siloed categories – from farm to fork, and in the core and the extended value chain. The report analyses the benefits of digital transformation for agri-SMEs and the challenges they face in this process. Next, the report outlines practical and actionable measures that governments and other stakeholders may undertake to help agrifood SMEs stay ahead in the digital age. Special attention is given to the creation of a digital environment that enables agri-SMEs to increase the efficiency of their operations and allow them to grow. This is particularly important given that many agri-SMEs are located in rural agricultural areas, (where more than half of the population in Asia and the Pacific still resides), but where the environment is less favourable to digital transformation.

Book excerpt: Textiles and textile products dominate Bangladesh’s exports and participation in global value chains. However, such concentration poses risks to the economy. This report highlights that diversification into other sectors will be important to promote export-led growth. It explores how Bangladesh can build on its recent economic success by unlocking productivity gains from technology adoption, narrowing the digital divide, and expanding participation in global value chains. It identifies high-potential industries with deeper domestic linkages that offer opportunities to broaden the base of economic growth.

Book excerpt: Since 2017, the Asia–Pacific Regional Cooperation and Integration Index (ARCII) has been used for monitoring progress in various dimensions of regional cooperation and integration (RCI). This report discusses how the enhanced ARCII framework incorporates two new dimensions (digital connectivity and environmental cooperation) and other methodological innovations to capture the increasingly complex nature of RCI. With these new features, the report explores the links between regional and global economic integration and sheds light on the application of the index to RCI analysis and policy strategies for Asia and Pacific economies.

Book excerpt: This technical note explains why countries should cement strong public private partnerships (PPP) to help bridge deep funding gaps and build the climate-resilient infrastructure they need. It analyzes how the pandemic and government worries over value for money have combined with business’ concerns over investment risk to dampen regional PPP deals. Providing a checklist for countries to rate potential PPP projects, it explains why robust governance and strategic planning is critical to the success of public-private partnerships. It underscores that embracing the private sector is crucial for countries to build sustainable infrastructure that can boost jobs, stimulate growth, and support an inclusive recovery.

Book excerpt: The ever-increasing digitalization of businesses has accelerated the need to address the many shortcomings and unresolved issues within the international corporate income tax system. In particular, the customer or “user”—through their online activities—is now considered by many as being a critical driving force behind the value of digital services. Furthermore, the rapid growth of digital service providers over the last decade has made them an increasingly popular target for special taxes—similar to wealth and solidarity taxes—which can also help mobilize much-needed revenues in the wake of a crisis. This paper argues that a plausible conceptual case can be made to tax the value generated by users under the corporate income tax. However, a number of issues need to be tackled for user-based tax measures to become a reality, which include agreement among countries on whether user value justifies a reallocation of taxing rights, establishing the legal right to tax income derived from user value, as well as an appropriate metric for valuing user-generated data if it is ever to be used as a tax base. Furthermore, attempting to tax only certain types of business is ill-advised, especially as user data is now being exploited widely enough for it to be recognized as an input for almost all businesses. Several options present themselves for consideration—from a modified permanent establishment definition combined with taxation by formulary apportionment, to user-based royalty-type taxes—each with their own merits and misdemeanors.

Book excerpt: The growing role of the digital economy in daily life has heightened demand for new data and measurement tools. Internationally comparable and timely statistics combined with robust cross-country analyses are crucial to strengthen the evidence base for digital economy policy making, particularly in a context of rapid change. This report presents indicators traditionally used to monitor the information society and complements them with experimental indicators that provide insight into areas of policy interest. The key objectives of this publication are to highlight measurement gaps and propose actions to advance the measurement agenda.
