Captured: How neoliberalism transformed the Australian state directs attention to the central role of state power not just to remake markets, but also to remake a broad swathe of political life, social policy and citizenship. In seeking to undermine the power of organised labour and “unleash” market capitalism, neoliberalism promised a surge of competition, productivity and common prosperity. For the wealthy few, this has indeed been an historically unprecedented time of capital accumulation, but for most, the results have been profoundly disappointing. Today, neoliberalism is in crisis. We are living through an age of great instability, disillusionment and despair. Inequality of income and wealth has been rising; a majority of workers have experienced long-term declining relative living standards; corporate political and market power has reached historic levels; and younger generations are increasingly giving up the expectation of attaining the living standards of their parents. The status of prevailing neoliberal ideas and policy is in increasing disarray. But without a coherent understanding of the ideas and interests driving neoliberalism, many people have turned to incoherent populism for an explanation and salvation and, failing that, even to forms of nihilism. Disillusion and anxiety constitute the dominant mood among the economic and policy elites, within Australia and internationally. Captured presents a series of case studies from leading public policy experts, building critical new insights into the malaise that has characterised the neoliberal era. Climate change threatens the planet, and yet policy responses have varied widely across nations. Some countries have undertaken ambitious programs to stave off climate disaster, others have done little, and still others have passed policies that were later rolled back. In this book, Matto Mildenberger opens the “black box” of domestic climate politics, examining policy making trajectories in several countries and offering a theoretical explanation for national differences in the climate policy process. Mildenberger introduces the concept of double representation—when carbon polluters enjoy political representation on both the left (through industrial unions fearful of job loss) and the right (through industrial business associations fighting policy costs)—and argues that different climate policy approaches can be explained by the interaction of climate policy preferences and domestic institutions. He illustrates his theory with detailed histories of climate politics in Norway, the United States, and Australia, along with briefer discussions of policies in in Germany, Japan, the United Kingdom, and Canada. He shows that Norway systematically shielded politically connected industrial polluters from costs beginning with its pioneering carbon tax; the United States, after the failure of carbon reduction legislation, finally acted on climate reform through a series of Obama administration executive actions; and Australia's Labor and Green parties enacted an emissions trading scheme, which was subsequently repealed by a conservative Liberal party government. Ultimately, Mildenberger argues for the importance of political considerations in understanding the climate policymaking process and discusses possible future policy directions.

The Division was eliminated as a fighting force with around a half of its men were captured. The Germans were faced with dealing with 6,000 prisoners in a fortnight; many of them seriously wounded. Somehow the men were processed and despatched to camps around Germany and German occupied eastern Europe. Here the men experienced the reality of the collapsing regime – little food and shrinking frontiers. Once liberated in 1945 returning former prisoners were required to complete liberation questionnaires. Some refused. Others returned before ’Operation Endor’ to handle released men and their repatriation to Britain was in place. Around a third did. However the questionnaires that do exist give an picture of every day experience for the 2,357 of these elite troops’ time in captivity from capture to release. They show that German procedures still operating, but that men were often treated inhumanely, when moved to camps by closed box cars and when camps were evacuated. Although their interrogators were interested in Allied aircraft and airfields, their interrogators were also concerned the effect of the new miracle weapons and with politics, how Germany would be treated after an Allied victory? Nevertheless the airborne men’s morale remained high; carrying out sabotage at artificial oil plants, railway repairs, factories and mines. Some overcame their guards when being evacuated at the end of the War, in some cases joining the Resistance. They record help received from Dutch, French and German civilians.

He was cargo to servitude across the Atlantic Ocean. He escaped death by a whisker when he took part in the insurrection that attempted to set slaves free from chains during the perilous middle passage voyage that took him to a sugar plantation in Pernambuco. Soares was one of the slaves that trekked 1,870 kilometers to Calabouco from Pernambuco, both in Brazil, under grueling and callous condition after his masters decided to relocate to a bigger plantation far away from where they were to continue the inglorious trade. Later, he became an inheritance of his new slave master, who took him to Saint Michael, Barbados, in the Caribbean and finally to Charleston, South Carolina, USA, by his master, who appointed him valet and, subsequently, butler. Jackson Fey, a Yoruba slave enjoyed the largesse of freedom when the dastardly act was abolished. He chronicled personal events and happenings around him during his captivity in major slave plantations and documented them in a manuscript, where he described slavery as days of darkness and gloom, days of clouds and of thick darkness, as morning spread upon the mountains. This he also summarized in his native dialect, as Iparun Nla literary means the greatest destruction the world has ever witnessed in Yoruba. Steve McLaren, a Scottish scholar, was privileged to lay hands on the manuscript. He had a personal interaction and shared in the grief and feelings of what enslaved Africans went through, having been unsatisfied with the available materials a popular librarian offered him and the information he gathered personally on plantations. With misty eyes and pangs of horror, he recalled how the entire black African race was almost annihilated by European slave merchants, and Africans had to endured years of contempt and obloquy; some of those acts were rendered in mnemonic interjections captured by his feelings, emotionally delivered from the thought of victims. Albert McLaren carried on with the promise his great-grandfather gave to Jackson Fey, a freed slave, to continue activism against any form of slavery. He chronicled the history of sexual slavery, exposing the technicality of the traffickers ploy, and shared individual experiences of some captors, proffering solutions on how the world may conquer or mitigate sexual slavery and human trafficking. During one of his presentation, Linda Rowenski, sold into slavery by a family friend, gave her livid and loathsome testament in the hand of her ogre exactor, who the arm of the law caught up with in unprecedented vagaries.
