Cependant, les indices de pauvreté chronique restent très élevés, alors que la fréquence des chocs auxquels sont confrontés les ménages pauvres s’accentue et que l’écart entre les différents groupes de revenus s’élargit, particulièrement en termes de capital humain et d’accès aux services essentiels. À travers le soutien régulier et fiable aux ménages pauvres et vulnérables et l’appui à l’investissement productif, les interventions ciblées telles que les filets sociaux ont fait la preuve de leur capacité à faire reculer la pauvreté, à renverser les inégalités croissantes et à augmenter la résilience des ménages. Suite à la crise économique mondiale, un nombre croissant de décideurs politiques africains en sont venus à considérer les filets sociaux comme des instruments clés de réduction de la pauvreté et de gestion des risques. L’élan vers la rationalisation de la dépense publique à travers l’utilisation de méthodes plus appropriées de ciblage des ménages pauvres et vulnérables s’accentue. Réduire la pauvreté et investir dans le capital humain : le nouveau rôle des filets sociaux en Afrique examine les objectifs, les caractéristiques, la performance et le financement des filets sociaux mis en oeuvre dans 22 pays d’Afrique subsaharienne et identifie les moyens qui permettront aux différents gouvernements et partenaires techniques et financiers de renforcer les systèmes de filets sociaux afin que ces derniers puissent mieux soutenir les populations pauvres et vulnérables. De façon générale, les auteurs ont constaté que les filets sociaux étaient de plus en plus populaires en Afrique et que la transformation des programmes d’aide alimentaire d’urgence en filets sociaux réguliers et prévisibles s’intensifiait, notamment sous forme de programmes de transferts monétaires ciblés et d’interventions d’argent contre travail. Certains pays africains, principalement le Kenya, le Rwanda et la Tanzanie procèdent actuellement à l’unification de leurs programmes au sein d’un système national. Grâce à la disponibilité d’analyses actualisées des filets sociaux d’Afrique, des résultats encourageants tirés des évaluations d’impact et des possibilités productives offertes par les programmes de transferts monétaires dans les pays africains, les décideurs considèrent maintenant, dans leurs échéanciers de développement, les filets sociaux comme des instruments prioritaires et efficaces de réduction de la pauvreté et de la vulnérabilité.

Book excerpt: A diverse array of factors may influence both earnings and consumption; however, this work primarily focuses on the impact of investments in human capital upon an individual's potential earnings and psychic income. For this study, investments in human capital include such factors as educational level, on-the-job skills training, health care, migration, and consideration of issues regarding regional prices and income. Taking into account varying cultures and political regimes, the research indicates that economic earnings tend to be positively correlated to education and skill level. Additionally, studies indicate an inverse correlation between education and unemployment. Presents a theoretical overview of the types of human capital and the impact of investment in human capital on earnings and rates of return. Then utilizes empirical data and research to analyze the theoretical issues related to investment in human capital, specifically formal education. Considered are such issues as costs and returns of investments, and social and private gains of individuals. The research compares and contrasts these factors based upon both education and skill level. Areas of future research are identified, including further analysis of issues regarding social gains and differing levels of success across different regions and countries. (AKP).

La richesse en ressources constitue en effet un facteur clé dans la majeure partie des économies subsahariennes, dont le sol recèle un important potentiel inexploité. Les gisements souterrains de métaux, minerais, pétrole et gaz représentent des sources prépondérantes de recettes publiques et de revenus d’exportation, tout en offrant des possibilités de développement dans la plupart des pays du continent. En dépit de réserves conséquentes, la conversion de la richesse du sous-sol en prospérité durable n’a pas été pas couronnée de succès. Depuis la baisse du prix des matières premières constaté en 2014, la croissance des pays d’Afrique riches en ressources est plus lente que le taux de croissance moyen observé dans la région. Il est donc vital pour son avenir économique que le continent africain puisse tirer profit de ses richesses en ressources naturelles et ainsi favoriser sa transformation économique. Alors que le monde s’éloigne des combustibles fossiles conformément aux engagements pris dans le cadre de l’Accord de Paris, les pays africains riches en ressources voient surgir de nouveaux risques et de nouvelles opportunités. Des estimations récentes suggèrent que 80 % des réserves de combustibles fossiles attestées dans le monde doivent rester enfouies pour atteindre les objectifs de Paris; or, une grande partie de ces réserves «échouées» se situent en Afrique. Pour les nombreuses économies africaines qui dépendent de l’extraction et de l’exportation du pétrole, cette problématique des actifs «échoués», et par là -même, de «nations échouées», a des implications considérables. Mais cette transition énergétique va également avoir pour effet d’augmenter la demande en intrants de matières premières indispensables aux technologies des énergies vertes. La transition entre combustibles fossiles et énergies vertes devrait ainsi générer une demande de 3milliards de tonnes de minerais et de métaux nécessaires au déploiement des technologies à énergie solaire, éolienne et géothermique. Une question se pose alors: comment les économies africaines peuvent-elles pleinement saisir ces opportunités tout en gérant les risques inhérents aux combustibles fossiles, dans un contexte où leur demande est vouée à décroître? Les ressources naturelles, un enjeu clé pour l’avenir de l’Afrique aborde ces thèmes et offre aux décideurs politiques des pistes pour gérer les écueils de l’incertitude au cours des années à venir.

Book excerpt: The nowadays society is confronted with some of the most pronounced disparities in the economic system, with direct repercussions on the labor market, borne by both employees and employers. The main deficiencies of the labor market are caused by the low growth rate of the demand for goods, with consequences in terms of employment, the effect of decreasing the purchasing power of the population, the lack of correlation between the growth rates of labor productivity and the price of labor, and also to an insufficient training of a practical nature of the workforce. Labor market is therefore a manifestation of the need to work for both the production act, from the perspective of the firms sector, and the consumer act, from the perspective of the households sector, each of the two sectors having different determinations for the same objective: gaining profit from valuing the work. Therefore, work is analyzed in the terms of profitability: cost for the producer, income for the worker, benefit for the society, in the conditions in which from valuing the work production factor and the human capital it can be created the object of the economic goods market. In the current economic and social-political development context, on the labor market there is an intensification of a series of manifestations that have as substance educational and cultural heterogeneity, the institutional dissolution or the dissolution of authorities in what regards the establishment of some normative elements that would favor work and entrepreneurship, by means of economic strings, mainly fiscal ones, the lack of complementarity between educational policies and occupational ones. Book excerpt: The contributors to this volume encourage a re-thinking of the very notion of culture by examining the experiences, situations and the representations of those who chose – or were forced – to change cultures from the nineteenth century to the present day. Beyond a simple study of migration, forced or otherwise, this collective work also re-examines the model of integration. As recent entrants into new social settings may be perceived as affecting the previously-accepted social equilibrium, mechanisms encouraging or inhibiting population flows are sometimes put in place. From this perspective, “integration” may become less a matter of internal choice than an external obligation imposed by the dominant political power, in which case “integration” may only be a euphemism for cultural uniformity. The strategies of cultural survival developed as a reaction to such a rising tide of cultural uniformity can be seen as necessary points of departure for an ever-growing shared multiculturalism. A long-term voluntary commitment to make cultural boundaries more flexible and allow a more engaged individual participation in the process of defining the self and finding its place within a culture in movement may represent a key element for cultural cohesion in a globalized world.
