Unfortunately, many of these genetic resources have been replaced by modern cultivars in recent decades, resulting in a reduction in the total number of different varieties grown and/or loss of heterogeneity. Such losses make farming systems less resilient, especially to shocks from abiotic and biotic stresses. These guidelines, intended as reference materials for preparing a National Plan for the Conservation and Sustainable Use of Farmers’ Varieties/Landraces, will contribute to addressing this continuing loss of diversity. The guidelines are therefore a useful tool for development practitioners, researchers, students and policymakers who work on the conservation and sustainable use of these valuable resources.

Book excerpt: This program is focused on the development of appropriate technologies for countries which are extremely agrobiodiverse but have limited economic resources. Its function is to develop and transfer technology and provide the appropriate training for technical personnel from those Latin American countries signatories to the Treaty. The warm reception given to the tools and methodologies developed under the auspices of the CAPFITOGEN program in 2013, has meant that some countries targeted by the program have organized national workshops on their own initiative, financed by the most interested parties. At the same time, there has been interest from other countries and regions not initially targeted by the program, which have been asking for tools and transfer and training activities. Thus the program CAPFITOGEN is primed to function not only as a generator and facilitator of appropriate technology, but also as a model of transfer in itself. One of its most innovative aspects is the way in which it seeks to involve people who have developed scientific methodologies. They are invited to develop the tools provided by the program based on their methodologies and to carry out the technical training and transfer activities themselves. This model means that the program beneficiaries are guaranteed direct access to the scientists and developers in order to answer queries or discuss cases. At the same time, the scientists themselves benefit directly from the experiences and issues tackled by the technical experts from the national programs, an outcome with a positive impact on future investigations with a more focused application and better suited to meet real needs.

Second, it proposes solutions - using recent developments of the "theory of the commons" - to improve the collective seed management system of the Treaty, a necessary condition for its member states to reach the overall food security and sustainable agriculture goals. Redesigning the Global Seed Commons provides a significant contribution to the current political and academic debates on agrobiodiversity law and governance, and on food security and food sovereignty, by analyzing key issues under the Treaty that affect the design and implementation of regulatory instruments managing seeds as a commons. It also examines the practical, legal, political and economic problems encountered in the attempt to implement these obligations in contemporary settings. Information on food and agricultural crops, on their use, interdependence, demand, supply, and security is increasingly available but scattered through a number of information systems, databases and scientific literature. This study was undertaken by a team of international experts to pool together information from a wide range of sources in a user-friendly manner and to develop a reproducible set of metrics and indicators, complementing existing indicators. The main global database sources consulted include FAOSTAT, the Data Store of the International Treaty, FAO WIEWS, Genesys PGR, GBIF, PlantSearch, the Svalbard Global Seed Vault’s SeedPortal, UPOV’s PLUTO database, and NCBI’s Entrez database. The resulting metrics were organized into five domains – crop use, interdependence, demand, supply, and security.The study includes findings about the importance of the Multilateral System of Access and Benefit-sharing of the International Treaty, the primary global operational mechanism to exchange plant germplasm needed for research and breeding around the world, while pointing at gaps and possibilities to enable its growth.A number of vignettes complete the study with information on contemporary issues on crop conservation and use, to further showcase how the management of plant genetic diversity is evolving at present.It is hoped that this publication will support countries, researchers, breeders and other stakeholders in prioritizing activities, implementing multilateral frameworks and leading policy discussions related to plant genetic resources for food and agriculture.
