The Earth is getting warmer. Yet, as Hans-Werner Sinn points out in this provocative book, the dominant policy approach—which aims to curb consumption of fossil energy—has been ineffective. Despite policy makers' efforts to promote alternative energy, impose emission controls on cars, and enforce tough energy-efficiency standards for buildings, the relentlessly rising curve of CO2 output does not show the slightest downward turn. Some proposed solutions are downright harmful: cultivating crops to make biofuels not only contributes to global warming but also uses resources that should be devoted to feeding the world's hungry. In The Green Paradox, Sinn proposes a new, more pragmatic approach based not on regulating the demand for fossil fuels but on controlling the supply. The owners of carbon resources, Sinn explains, are pre-empting future regulation by accelerating the production of fossil energy while they can. This is the “Green Paradox”: expected future reduction in carbon consumption has the effect of accelerating climate change. Sinn suggests a supply-side solution: inducing the owners of carbon resources to leave more of their wealth underground. He proposes the swift introduction of a “Super-Kyoto” system—gathering all consumer countries into a cartel by means of a worldwide, coordinated cap-and-trade system supported by the levying of source taxes on capital income—to spoil the resource owners' appetite for financial assets. Only if we can shift our focus from local demand to worldwide supply policies for reducing carbon emissions, Sinn argues, will we have a chance of staving off climate disaster.

Book excerpt: The European Union (EU) has sought to establish itself as a global environmental leader but was hit by the combined effects of the economic and financial crisis from 2007-8 leading some to question whether the EU could continue to adopt ambitious environmental policy. This volume brings together leading environmental policy scholars to analyse the impacts of the crisis upon environmental policy in the EU and its member states. Authors analyse whether environmental policy has been dismantled, expanded or stayed the same. If policy has been dismantled, the kind of strategy adopted is analysed (active, symbolic, arena-shifting, or dismantling by default), and at what levels change has occurred. The Index of Policy Activity (IPA) is applied systematically across the cases, which combine quantitative with qualitative analysis. Non-European cases are also included to provide a counterpoint for comparison. The book finds that whilst the EU has not actively dismantled environmental policy, its economic policies have had negative effects upon some Member States, prompting policy dismantling. Climate and energy policies have seen some policy expansion but there are examples, most notably the UK, where there has also been active policy dismantling. The main trend is one of stasis - environmental policy in Europe is judged to have plateaued calling into question Europe's much-vaunted environmental leadership. The book contributes to scholarship on environmental policy and public administration, combining empirical and methodological insights to give an up to date perspective on the impact of crisis upon European environmental policy.

Although learning is often considered an important factor in effective environmental governance, it is not clear to what extent learning affects decision making and policy outcomes. In this book, Katharina Rietig examines the role of learning—understood as additional knowledge or experience that is taken into account by policymakers—in earth system governance and policy change. She does this by examining learning in European Union climate policy integration, looking in detail at the examples of the Renewable Energy Directive, its controversial biofuels component, and the greening measures in the Common Agricultural Policy. To examine how learning occurs in the policy process, how to differentiate aspects of learning, and under what conditions learning matters for policy outcomes, Rietig introduces the Learning in Governance Framework, applying it to analyze the EU examples. She finds that policy outcomes are affected through leadership of policy entrepreneurs, who use previously acquired knowledge and past experience to achieve outcomes aligned with their deeper beliefs and policy objectives. She concludes that learning does matter in governance as an intervening variable and can affect policy outcomes in combination with dedicated leadership by policy entrepreneurs who act as learning brokers. Bargaining dominates the policymaking process among actors who represent the interests of different organizations. Rietig’s theoretical framework, empirical studies, and nuanced analysis offer a new perspective on the relevance of learning in earth system governance.

Book excerpt: This evaluation seeks to understand the impact which certain measures of the CAP have had on reducing GHG emissions, agriculture’s vulnerability to climate change and its ability to provide adaptation and mitigation services to society. Most of the CAP measures analysed do not have climate action as their intended purpose but may have it as a secondary purpose. Some, such as those which sustain certain forms of agricultural production responsible for emissions, exist for economic, social and sometimes other environmental reasons. We examine the overall relevance, effectiveness and coherence with each other of all measures and instruments covered by the study in respect of climate action. For those measures which are (or can reasonably be) targeted at climate objectives we look at how efficiently they work to this end and whether they do so in a way which is coherent with the CAP’s other economic, environmental and social objectives and delivers EU added-value. We look at the impact on production of these measures as well as the part played by the CAP in driving emissions associated with food, feed and biofuels systems in the bio economy. Finally we consider the factors which have enhanced or hindered agriculture’s ability to reduce emissions and to adapt to climate change and make recommendations. The study is based on the CAP measures and their implementation as they stood following the 2013 CAP reform but takes into account relevant evidence from the period since 2003. We took as our counterfactual an EU without the CAP. As far as possible therefore we seek to understand how net emissions within the EU, and the state of adaptation to climate change, would have differed had the CAP not been in place. We consider the role of emissions leakage – when additional or reduced production within the EU leads to changes outside the Union thereby changing the location of emissions and sometimes their extent. However detailed modelling of such leakage is beyond the scope of this study.
