Book excerpt: This study provides important empirical background to the continuing debate on Canadian industrial policy and trade. The analysis is based on primary data derived from a unique survey of individual firms, both Canadian and foreign-owned, conducted early in the 1981-1982 recession. The main purpose of the study is to assess whether recent changes in tariffs, exchange rates, wage rates, and other factors in Canada and the world economy suggest the need for any significant modification in the earlier analyses and conclusions. The study presents prior evidence on costs, specialization, and trade; assesses current costs and productivity, and presents new information on how increased exports and specialization would affect cost performance and international competitiveness; examines non-production costs and other non-cost influences on specialization and export performance; and suggests strategies for the private sector to consider in order to survive in the changing trade environment of the 1980s.

However, Canadian manufacturing exports have been relatively stagnant since 2000. While the exchange rate depreciation over the past two years has energized export growth, the response has not been as strong as would have been expected given the size of the depreciation. More fundamental issues appear to be impeding the growth of the Canadian manufacturing sector. This study analyzes the structural factors behind export competitiveness by using unique Canadian data on exports, which are disaggregated both by province and by product. Matching exports to similarly disaggregated data on R&D, the capital stock and other supply-side variables, we find that these variables significantly affect export growth, beyond the impact of the exchange rate. In particular, investment in R&D, capital infrastructure and vocational training improves innovation and production capacity. These results are robust to a factor-augmented approach that controls for multicollinearity.

Book excerpt: This paper examines the relationship between productivity of a manufacturing plant and its participation in exporting activities. There are 2 possible explanations for a positive relationship between the two. First, higher productivity and higher efficiency may be required if plants are to enter export markets. Second, by exporting, plants may learn of superior technologies and management techniques and increase their productivity. The paper examines both possibilities. It also examines differences in the effect of exporting on productivity between foreign- and domestic-controlled plants, and between young and older plants.

Book excerpt: First published in 1983 and widely recognized as a definitive work in Canadian political economy, Not for Export examines the history of Canadian industrial development, from John A. Macdonald's National Policy of 1879 to Brian Mulroney's regional free trade agreements of recent years.Despite a high standard of living and a high level of technological know-how, Canada has exhibited a suprisingly low level of industrial development. Resource-based exports, dependence on foreign investment, and branch-plant manufacturing for the Canadian market have all been contributing factors toCanada's poor industrial performance. In fact, by any of various standards, such as manufactured exports and research and development, Canada is at or near the bottom in industrial performance relative to other industrialized nations. The failure over the years, Williams concludes, has been one ofmissed opportunities and short-term political solutions. This completely revised and updated edition of Not for Export looks at present Canadian industrial performance and future potential for an improved economy through the trifocal lens of the Canada-US Free Trade Agreement, the North AmericanFree Trade Agreement, and the significantly expanded GATT agreement of December, 1993. While the future of Canadian industry is not as bleak as raw comparative data might suggest, political will and renewed business determination will be required for Canada to become a leading actor in the emergingglobal economy. The alternative - as a high-wage, low productivity economy - is for Canada to remain a regional satellite to the overwhelming United States economy, which itself is under increasing global economic pressure from the European Community and countries of the Far East.

Book excerpt: From the Introduction: Our approach to this study is as follows. In Chapter 2 we consider Canadian merchandise trade in relation to other current-account items and to gross national expenditure. Chapter 3 examines the changes in commodity composition and sources of imports as well as the changes in composition and destintation of exports. We devote Chapter 4 to a consideration of a limited number of short-run influences on Canadian trade patterns, whereas in the following chapter the factor-endowment characteristics of trade in manufacture are examined. In Chapters 6, 7, and 8 we assess the relative significance of several long-run determinants of manufactured exports and imports and summarize a number of major conclusions of this study.

Book excerpt: From the Executive Summary: This report is based on the proceedings of a two-day discussion held in Ottawa in March, 1981. The meetings brought together experts from a variety of backgrounds to discuss a number of issues related to Canada's export performance, particularly in new product and market areas....The discussions aimed to highlight issues and thus contribute tro policy debate rather than to suggest or make specific policy recommendations. The report focuses discussions in four chapters: Canada's Export Performance: A General Perspective; Managerial Dimensions of Exporting: The Experience of Canadian Exporters; Export Promotion: The Public Policy Dimension; Canadian Export Finance: Are We Competitive?.

Book excerpt: From the Executive Summary: The purpose of this study is to measure and analyse the recent performance of Canadian manufacturing and to examine the extent to which the recent weakness of this key sector of the Canadian economy reflects cyclical factors in Canada and other industrialized countries as opposed to structural problems which are long-term in nature. The analysis proceeds first at an aggregate level in which the performance of the manufacturing sector as a whole is viewed relative to the performance of the overall economy. Then the manufacturing sector is divided into 32 separate industries in order to get a clearer view of Canada's areas of strength and weakness within manufacturing.

Book excerpt: From the Foreword: In the initial study of this series we attempted to clarify some of the fundamental aspects of a very major issue facing the Canadian economy, namely the changing structure of Canada's trade patterns. Canada's petroleum export policy, the operation of the Auto Pact and the performance of the domestic manufacturing sector are all issues which vitally affect future trade flows. This study carried out by Dr. Charles Barrett....focuses on these developments and attempts to define problem areas by providing objective measures of the signficance of each factor.
