Available in PDF, EPUB and Kindle. Book excerpt: Housing allowances have become increasingly important policy instruments in the advanced welfare states. Operating at the interface between housing and social security policy, they provide means-tested assistance with housing costs for low income households. In the present era of fiscal austerity, such schemes are seen by many governments as a more efficient way to help tenants than rent controls or 'bricks and mortar' subsidies to landlords. Yet as the contributions to this collection show, housing allowances are not without problems of their own, especially in relation to housing consumption and work incentives. This book examines income-related housing allowance schemes in advanced welfare states as well as in transition economies of central and eastern Europe. Drawing on experiences in ten countries, including Britain, Sweden, Germany, Australia and the USA, it presents new evidence on the origins and design of housing allowances; their role within housing and social security policy; their impact on affordability; and current policy debates and recent reforms. Unique in it's depth of coverage, Housing Allowances in Comparative Perspective is essential reading for researchers, students and lecturers in social policy, housing and urban studies.

There is interest however, in complementing supply-side subsidies with assistance in the form of a housing allowance for certain households. This research report describes various options for a Canadian housing allowance program, and discusses how to best design, implement and operate such a program.

Book Synopsis Rethinking Shelter-Cost-to-Income Ratios in Housing Allowances by : Lara Eleanor Croll
Download or read book Rethinking Shelter-Cost-to-Income Ratios in Housing Allowances written by Lara Eleanor Croll and published by . This book was released on 2015 with total page 105 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Canadian definition of housing affordability depends on a ratio, which states that housing is affordable if it costs less than 30% of gross household income. This ratio is used to determine both eligibility and benefit levels in many Canadian affordable housing programs, including social housing and housing allowances. However, this ratio is not a methodologically sound or equitable way to define housing affordability. The result is that affordable housing programs underserve large families living in high-rent urban regions. This study searches for an alternative method to define eligibility and allocate benefits within provincial housing allowances. British Columbia's Rental Assistance Program is used to illustrate the application of concepts and measures. Four eligibility and two benefit allocation methods are evaluated. It is recommended that provincial housing authorities adopt Housing Income Limits and the Transfer method to determine eligibility and allocate benefits respectively in housing allowances targeted at families.

Available in PDF, EPUB and Kindle. Book excerpt: Across Canada, there is a severe shortage of decent quality housing that is affordable to those with low incomes, and much of the housing that is available is inadequate, even appalling. The poor condition of housing for those below the poverty line adds to the weight of the complex poverty they already endure, which includes worsening health, adversely affected education and neighbourhoods that are more prone to crime and violence. Using Winnipeg, Manitoba, as an example, Poor Housing examines the real-life circumstances of low-income people who are forced to live in these conditions. Contributing authors examine some of the challenges faced by low-income people in poor housing, including difficulties with landlords who abuse their power, bedbugs, racism and discrimination and a wide range of other social and psychological effects. Other selections consider the particular housing problems faced by Aboriginal people and by newcomers to Winnipeg as well as the challenges faced by individuals living in rooming houses. A central theme in the collection is that the private, for-profit housing market cannot meet the housing needs of low-income Canadians, and, therefore, governments must intervene and provide subsidies. But all levels of government have shown a consistent unwillingness to invest in decent housing for low-income people. The irony is that the social costs of poor housing and the complex poverty of which it is a part are almost certainly greater than the costs of investing in subsidized social housing and related anti-poverty measures. Finally, the authors describe a number of creative and successful housing strategies for low-income people in Winnipeg, including Aboriginal housing co-ops, a revitalized 1960s-style public housing complex and a highly creative repurposing of an inner-city church into supported social housing. In these successful cases, communities and governments have worked cooperatively to good effect.
