Book excerpt: Significant public investment and increased access to higher education lead to economic development - governments across the political and ideological spectrum believe this and have designed and implemented policy based on this understanding. The Development of Postsecondary Education Systems in Canada examines how these policies affect the structure and performance of postsecondary education. This comprehensive study compares the evolution and outcomes of higher education policy in British Columbia, Ontario, and Quebec over the past three decades. The authors begin with an understanding that in order to explain the role of postsecondary education in society, they must locate systemic change. Drawing on documentary analysis and interviews, the focus is on how policy priorities are reflected in "system" behaviours: performance, funding arrangements, design, and structural components. Current theories about the liberal-democratic state, academic capitalism, and marketization inform discussions of the changing role of higher education in a globalized knowledge society. The book presents policy and education as a multidimensional exchange between the postsecondary community, policy makers, and the behaviour and performance of educational systems and concludes that higher education is a key actor in the restructuring of the state. The Development of Postsecondary Education Systems in Canada shows how higher education policy has been driven by a changing political and economic imperative and examines the contradictions and unintended consequences of education policy. Contributors include Jean Bernatchez (Université du Québec à Rimouski), Robert Clift (PhD candidate, University of British Columbia), Donald Fisher (University of British Columbia), Glen A. Jones (Ontario Institute for Studies in Education of the University of Toronto), Jacy Lee (McMaster University), Madeleine MacIvor (University of British Columbia), John Meredith (independent consultant), Kjell Rubenson (University of British Columbia), Theresa Shanahan (York University), and Claude Trottier (emeritus, Université Laval).

Book excerpt: In The Handbook of Canadian Higher Education Law, experts examine key legal issues in postsecondary education. Establishing the current governance arrangements for Canadian postsecondary education within a historical context, the editors provide a detailed look at the legislative framework of postsecondary education and the role of the federal and provincial governments in organizing, regulating, and funding these institutions. Individual chapters analyze and expound on legal issues associated with institutional governance and management, identifying laws that define the rights and freedoms of faculty and students, and the obligations of the institutions towards them. Contributors engage with a wide range of issues associated with community activities - such as research ventures, knowledge mobilization, commercial activities, partnerships with industry, and land development projects that are hosted by postsecondary institutions. Presenting a wide range of documentary analysis and study of case law, legislation, regulation, and policy, this essential contribution to public policy determines current and emerging legal issues facing the academy.

Available in PDF, EPUB and Kindle. Book excerpt: The literature about postsecondary education in British Columbia has largely focused on public colleges and universities, while paying less attention to vocational colleges, apprenticeship, continuing education, and private institutions. Robert Cowin addresses that gap. He provides a comprehensive overview of the evolution of the contemporary provincial postsecondary system and examines the role of social justice, human capital formation, and marketization during five significant transitions. This dynamic approach provides a thoughtful critical analysis of the development of the institutional arrangements – the distribution of institutions by size, mission, type, and location – and policies that have shaped education in the province.

Book excerpt: Post-secondary education, often referred to as "the new buffalo," is a contentious but critically important issue for First Nations and the future of Canadian society. While First Nations maintain that access to and funding for higher education is an Aboriginal and Treaty right, the Canadian government insists that post-secondary education is a social program for which they have limited responsibility. In "The New Buffalo, "Blair Stonechild traces the history of Aboriginal post-secondary education policy from its earliest beginnings as a government tool for assimilation and cultural suppression to its development as means of Aboriginal self-determination and self-government. With first-hand knowledge and personal experience of the Aboriginal education system, Stonechild goes beyond merely analyzing statistics and policy doctrine to reveal the shocking disparity between Aboriginal and Canadian access to education, the continued dominance of non-Aboriginals over program development, and the ongoing struggle for recognition of First Nations run institutions.

Book excerpt: Sociology of Education in Canada utilizes a contemporary theoretical focus to analyze how education in Canada is affected by pre-existing and persistent inequalities among members of society. It presents the historical and cultural factors that have shaped our current education system, examines the larger social trends that have contributed to present problems, discusses the various interest groups involved, and analyzes the larger social discourses that influence any discussion of these issues. To achieve this, Karen Robson uses many current, topical, and relatable issues in Canadian education to ensure that readers fully comprehend the information being presented and leave with an appreciation of how the sociology of education is inextricably linked to issues of stratification.

Book excerpt: This document discusses Canada's universities and the public policies that have shaped and supported them. It focuses on universities and governments, and the delicate balance that marks their interdependence. It is concerned with Canadian federalism and the formulation of policy in and among 10 provincial governments as well as across the division of provincial and federal jurisdiction. It also identifies patterns both of divergence and convergence, of cooperation and conflict that attend public policy in a federal and intergovernmental context. Finally, it addresses the government and management of universities themselves.

Available in PDF, EPUB and Kindle. Book excerpt: This handbook focuses on the education systems in the three Americas, North, Central and South America, and includes a chapter on most countries in the region. The chapters follow a common structure and include information on the development, organization, and current trends in mainstream education from pre-primary to tertiary level for each country. Chapter contributions are organized along three parts: Each chapter starts with a description of the historical and social foundations of the education system from their founding period up to today, including discussions of political, economic and cultural contexts and conditions. This first part closes with a description of how transitions from education to the labor market are organized. The second part consists of an overview of the institutional and organizational principles as well as of the structure of education from pre-primary to tertiary level. It includes a focus on legislative bases and financial provisions for the education system and a description of the structure by using the ISCED-classification. It further includes information of the supply of human resources such as teachers and other educators. The third and final part of the chapters discusses selected educational trends and aspects of particular interest: dealing with inequality, ICT and digitization activities, and STEM-related policies and programs. The Handbook delivers a fundamental description of the educational systems, including information about how they were shaped, how they are organized and respectively cared for by national stakeholders. It provides both to students and scholars who seek concise and systematic knowledge about education in a particular country. Also, comparative researchers will find a basis for better understanding of various educational questions about the foundations and development of the national education systems.
