Available in PDF, EPUB and Kindle. Book excerpt: As oil reserves decline and the environment takes centre stage in public policy discussions, the merits and dangers of nuclear power and nuclear waste management are once again being debated. Nuclear Waste Management in Canada provides a critical counterpoint to the position of government and industry by examining not only the technical but also the social and ethical aspects of the issue. What do frequently used terms such as safety, risk, and acceptability really mean? And how and why did the public consultation process in Canada fail to address ethical and social issues? This timely collection defuses the uncertainty, ambiguity, and ignorance that surrounds discussions of nuclear energy.

Book excerpt: The theory of deliberative democracy promotes the creation of systems of governance in which citizens actively exchange ideas, engage in debate, and create laws that are responsive to their interests and aspirations. While deliberative processes are being adopted in an increasing number of cases, decision-making power remains mostly in the hands of traditional elites. In Democratic Illusion, Genevieve Fuji Johnson examines four representative examples: participatory budgeting in the Toronto Community Housing Corporation, Deliberative Polling by Nova Scotia Power Incorporated, a national consultation process by the Canadian Nuclear Waste Management Organization, and public consultations embedded in the development of official languages policies in Nunavut. In each case, measures that appeared to empower the public failed to challenge the status quo approach to either formulating or implementing policy. Illuminating a critical gap between deliberative democratic theory and its applications, this timely and important study shows what needs to be done to ensure deliberative processes offer more than the illusion of democracy.

Book excerpt: This waste accounts for about 95% of the radioactivity of all radioactive waste.29 A period of about one million years is required for the spent fuel to return to the level of radioactivity of natural uranium.30 At the end of its useful life, this waste is stored in cooling pools and then isolated in dry storage containers pending final disposal in deep geological repositories, which are "deep, st [...] Under the Act, the Canadian Nuclear Safety Commission (CNSC) is the independent federal agency responsible for the regulation, licensing and oversight of nuclear activities and facilities in Canada, including radioactive waste.37 Second, the Nuclear Fuel Waste Act38 provides the federal government with a framework for making decisions on the management of nuclear fuel waste in Canada. [...] Under this Act, the Nuclear Waste Management Organization (NWMO) was created in 2002 to develop and implement the long-term management plan for nuclear waste.39 As a producer and user of nuclear energy, Canada is bound by the international conventions to which it is a party and that aim to regulate the nuclear sector. [...] For instance, the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management is a legally binding international instrument on radioactive waste.40 Under this convention, Canada is required to undergo periodic peer review of its national spent fuel and radioactive waste management program.41 The last evaluation took place in 2018.42 This international [...] In 2016, OPG was responsible for 4% of the country's low-level radioactive waste and 36% of its intermediate-level radioactive waste.59 Natural Resources Canada expects that the amount of radioactive waste managed by OPG will increase in the coming years as the Bruce, Darlington and Pickering nuclear reactors are decommissioned.60 In order to permanently dispose of its low- and intermediate-level.

Available in PDF, EPUB and Kindle. Book excerpt: High-level nuclear waste (HLW) is a controversial and risky issue. For the next 100 years, the HLW will be subject to policy decisions and value assessments. Physically safe, technologically stable, and socio-economically sustainable HLW-management will top the agenda. That must be accomplished in a society whose segments are both stable and in a rapid state of flux, under the influence of global as well as national factors, private interests as well as the vagaries of national politics. Among the challenges to be faced is how to codify responsibilities of nuclear industry, governments and international organisations, and any adopted management policy must attain legitimacy at the local, national, regional and global levels. All such considerations raise questions about the practical and theoretical knowledge. This special issue book will address these questions by exploring HLW-management in Canada, France, Germany, India, Sweden, the UK and the USA. Special emphasis will be placed on highlighting national context, current trends and uncertainties, with relevance to a socially sustainable contemporary and future HLW-management.

Book excerpt: The high-level nuclear waste (HLW) disposal concept proposed by Atomic Energy of Canada Ltd. was submitted for review by the federal environmental assessment and review process (EARP). This report summarizes the status of high-level nuclear waste management programs in other countries. A brief review of the Canadian HLW program is made for comparison with other countries' progress, particularly that of Belgium, France, the Federal Republic of Germany, Sweden, Switzerland, and the United States, which are described in detail. For each country, descriptions are given of key organizations, disposal facility schedules, waste quantities, interim storage and transportation, site investigations, repository design, impact analysis, monitoring, licensing and other regulatory requirements, disposal concept assessment, and public participation processes.

The contributors examine both the historical and current approaches countries have taken to address the wicked challenge of nuclear waste governance. The analyses discuss the regulations, technology choices, safety criteria, costs and financing issues, compensation schemes, institutional structures, and approaches to public participation found in each country.
