In this report, the Court finds that there is a lack of assurance that the money has been well spent: the Commission and member states have not sufficiently accounted for their performance in achieving value for money with the EU's budget. Despite support from the Commission, member states' monitoring and evaluation has not been reliable, consistent and relevant enough to show what has been achieved in relation to the policy objectives. The available information has not been used to make the rural de¬%x;velopment measures more effective and efficient, with the focus being on spending the budget rather than efficiently achieving results. Too often Member States relied on the proposals coming from the training providers and any type of training was seen as 'good' and eligible to receive public support. Only infrequently was there proper analysis made of whether such activities could make a real impact. Member States did not always ensure fair and transparent competition when selecting the training activities and paid too much for certain services. In terms of follow-up, the audit found a lack of detailed evaluation of what was actually achieved with the public funds. The Commission has not yet demonstrated the effectiveness or efficiency of the expenditure, the added value achieved through following the leader approach, the extent to which the known risks have materialised or the real costs of implementation.

Primarily, the funding of the rural development policy (RDP), originally through the European Agricultural Guidance and Guarantee Fund (EAGGF) and afterwards through the European Agricultural Fund for Rural Development (EAFRD), is considered. In addition and as far as data allow, the analysis also refers to the funding made available for rural areas through the European Regional Development Fund (ERDF), the European Social Fund (ESF), and the Cohesion Fund (CF). The analysis covers four multiannual financial frameworks (MFFs), each lasting seven years (i.e. 1993-1999, 2000-2006, 2007-2013, and 2014-2020). This provides the opportunity to appreciate the macro evolution of EU policies in the rural development domain from an historical viewpoint, as the headings of the financial perspectives partially reflect the political priorities of the concerned programming periods. The analysis refers to commitment and/or payment appropriations, according to data availability. The current MFF (2014-2020) is analysed in terms of commitment appropriations only, as data on payments are partial and provisional.

Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers.
