Book excerpt: In this report, the authors investigate the relationship between levels of financial aid and student success in Louisiana community colleges, with a focus on Pell Grant recipients. They measure success by whether a student earned a certificate or an associate's degree within three years of enrolling as a first-time full-time student or transferred to a four-year Louisiana university within the same timeframe. In this study, the authors use student unit record (SUR) data that have been merged with detailed information on student financial aid awards. This report is a companion to the authors' earlier study of the effects of grants and scholarships on student retention in Louisiana's four-year regional state university campuses. In that study, they concluded that by more effectively targeting its scholarships and grants (what we call "Gift Aid"), Louisiana could increase student retention while saving almost $400,000 per year. As this community college study is about to show, strategically targeting financial aid to increase the success of community college students appears to be far less likely to succeed. Findings from the current study show: (1) As the number of developmental courses in which a student enrolls increases, student success decreases; (2) Pell Grants do not overcome differences in success rates across income levels among students with equivalent academic preparation; (3) The level of community college students' Need Met With Gift Aid is weakly associated with completion; and (4) Higher levels of Need Met With Gift Aid are not associated with greater student success for students who took more than one developmental course. Comparison of Full-time and Part-time First-time Louisiana Community College Students Enrolled Fall 2006 and Fall 2007 data table is appended. (Contains 6 tables, 1 chart, and 6 footnotes.).

However, the community college pathway to a bachelor's degree is not as strong as that of students who begin at a four-year institution. Strengthening this pathway is a necessary means to improving America's ability to remain competitive in a global economy. Applying for financial aid is essential to the academic success of low- and moderate-income community college students. Many bypass application and attempt to fund their education through work and, sometimes, loans. Unfortunately, many such students do not realize that taking advantage of available federal grant aid can be of significant financial benefit to them. Understanding both the role of financial aid at community colleges and student failure to apply for aid is key to identifying methods of encouraging more students to apply for and receive aid. Students must apply to succeed, yet when full-time students intending to transfer from a community college to a four-year college were asked why they did not apply for financial assistance, several reasons were given, including: (1) They thought they were not eligible for financial aid (39 percent); (2) They had sufficient funds to pay for college expenses (35 percent); and (3) They found the financial aid application form too complex (6 percent). This report explores those reasons, describes "The College Cost Reduction and Access Act (CCRAA) passed by Congress in 2007 to encourage community college students to apply for aid. and suggests policy implications. The Institute for College Access & Success (TICAS) and the California Community Colleges Student Financial Aid Administrators' Association (CCCSFAAA) support colleges in this goal. However, to date, there has been very little independent research or analysis of loan program practices, particularly at community colleges. To help fill that void, TICAS and CCCSFAAA have come together to highlight practices that colleges are pursuing to encourage responsible borrowing. The size and diversity of the California community college system make it a particularly interesting and useful focus for this study. California's 112 community colleges enrolled about 2.5 million students in 2010-119--more than one in five community college students nationally, and about one out of every ten undergraduate students at all colleges combined. The community college system also enrolls the vast majority of low-income and underrepresented students within California. Interviews with a dozen community college financial aid officials in California, supplemented by research at the national level, revealed a range of ways that colleges are promoting responsible borrowing. Interviews for this report were conducted in late 2011, and practices described in this report reflect college practices for the 2011-12 academic year. In summary, TICAS & CCCSFAAA encourage colleges to: (1) Ensure students know that loans are available; (2) Provide guidance to help students understand the implications of their borrowing decisions; (3) Coordinate with other student services professionals and faculty to make students' academic success the top priority; (4) Require additional counseling for students who may be at risk; (5) Deny individual loans when appropriate; (6) Automate processes to maximize staff time with students and identify students needing outreach; and (7) Help students avoid default, but keep concerns about default rates in perspective. Factors that are associated with financial need, such as being low income, are also associated with a lack of academic success, making it difficult to isolate the effect of additional financial aid on student achievement. MDRC's Opening Doors study of performance-based scholarships in Louisiana is one of a handful of studies that was able to measure the effect of additional aid on academic success. As part of the study, two colleges implemented a performance-based scholarship program for low-income parents, providing students with scholarships of up to $1,000 for each of two semesters (up to $2,000 per student in total), paid in increments based on each student's success in meeting key benchmarks. An evaluation of the intervention showed that the scholarship had a number of positive effects for students. Building on the promising findings from the Louisiana study, MDRC launched the Performance-Based Scholarship (PBS) Demonstration in four states in 2008. The goal of the PBS Demonstration is to evaluate whether performance-based scholarships are an effective way to improve persistence among low-income college students in different geographical locations with different amounts of monies over different durations. This brief provides an introduction to the PBS project and describes the program designs of the sites currently participating in the demonstration. (Contains 2 tables and 9 notes.).

Book excerpt: Access to college has increased substantially over the last 50 years, but student success--defined as the combination of academic success and degree or certificate completion--has not kept pace. Student success, moreover, generally correlates with students' financial resources: Students from high-income families attend and complete college at higher rates than low-income students. There have been marked successes in college access since the passage of the Higher Education Act of 1965, which extended need-based financial assistance to the general population for the first time. Given the size of the financial aid system ($226 billion), renewed attention to innovations in financial aid could lead to improvements in student success. However, it is challenging to determine whether financial aid does in fact improve student success, because the factors associated with financial need, such as low family income, are also associated with a lack of academic success, making it difficult to isolate the effect of additional financial aid on student achievement. Using randomized controlled trials helps overcome this challenge. MDRC and other researchers have partnered with institutions across the country to conduct large, randomized controlled trials of innovations in financial aid, demonstrating that financial aid innovations and rigorous research can be effectively paired to produce reliable, useful evidence. They recommend encouraging financial aid innovation paired with evaluation research, especially randomized controlled trials. This testimony focuses on: (1) Year-round financial aid; (2) Federal Work-Study and satisfactory academic progress requirements; and (3) Clarifying opportunities for innovation.
