DoD finds itself in an unenviable position--having been thrust into a war with no leader, competing demands, competing agencies and a blurred end state. That blurred end state is caused by politics and parochialism. How can the confusion, complexity and lack of unity be overcome? The answer lies in utilizing campaign planning process. A critical review of the campaign planning process from the Joint Chiefs of Staff to JTF-4 clearly demonstrates a lack of understanding and use of the campaign planning process. This process coupled by initiatives already in place and stronger mandates by Congress to bring Jointness (amongst federal agencies) into play will result in a clearer definition of this nation's end state and more effective and efficient conduct of this war.

With the implosion of Soviet-styled communism, many American have come to view illicit drug use and the violence it fosters as the greatest threat to the U.S. Since the mid-80's, the U.S. Government has enacted legislation and adopted a strategy to include military support in this war effort. Some polemicists and political scientists have been critical of the militarization of U.S. programs, and compared them to the U.S. experience in Vietnam. The monograph first establishes the linkage between the strategic, operational and tactical levels of war. In doing so, the monograph relies on the classical theorist, Carl von Clausewitz, whose trinitarian model and center of gravity concept are essential to this preparation. For doctrinal consonance with Clausewitz' model, the monograph uses the Weinberger Doctrine on 'The Uses of Military Power, ' as well as TRADOC PAM 11-9 and FM 100-5.

Further, within these two planning communities, there is no consensus on the terminology of planning discourse. In this article, our purpose is to get planners singing from the same sheet of music. With the recognition that something called a campaign plan is important, several questions come to mind. Exactly what are campaigns and campaign plans? What is contained in them? What is a campaign plan designed to do and how do you recognize one when you see it? While the U.S. Army Command and General Staff College is developing doctrine concerning the Army role in campaign planning, the responsibility for promulgation of joint and combined doctrine for the strategic and operational levels of war resides within other domains. Until guidance concerning the process of campaign planning and who should write campaign plans is institutionalized in joint and combined doctrine, the issues will remain the object of debate and the source of much confusion. Our joint and combined staffs are manned by skilled planners who are fluent in the language of operational art. This reflects well upon the instruction at the various service schools and upon the officer corps. In the main, headquarters that should do campaign planning are working at it. Where exceptions are found, as in NATO, officers are responding to the guidance of the political leadership. The skills and knowledge necessary to fight successfully as a joint or combined team are extant; what is needed now is the authoritative guidance to unify the actions of our forces at the strategic and operational levels of war.
