Promoting good corporate governance, as well as social and environmental responsibility, would help.

In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Backed by the Chinese government, Chinese companies have been acquiring equity stakes in natural resource companies, extending loans to mining and petroleum investors, and writing long-term procurement contracts for oil and minerals. These activities have aroused concern that China might be "locking up" natural resource supplies, gaining "preferential access" to available output, and extending "control" over the world's extractive industries. On the demand side, Chinese appetite for vast amounts of energy and minerals puts tremendous strain on the international supply system. On the supply side, Chinese efforts to procure raw materials can either exacerbate or help solve the problems of high demand. Evidence from the 16 largest Chinese natural resource procurement arrangements shows that Chinese efforts—like Japanese deployments of capital and purchase agreements in the late 1970s through the 1980s—fall predominantly into categories that help expand, diversify, and make more competitive the global supplier system. Investigation of smaller projects indicates the 16 largest do not suffer from selection bias. However, Chinese attempts to exercise control over mining of rare earth elements may constitute a significant exception. The investigative focus of this analysis is deliberately narrow and precise, assessing the impact of Chinese resource procurement on the structure of the global supply base. The broader policy discussion in the concluding chapter raises other separate important issues, including the impact of Chinese resource procurement on rogue states, on authoritarian leadership, on civil wars, on corrupt payments and the deterioration of governance standards, and on environmental damage. Such effects may make patterns of Chinese resource procurement objectionable, on grounds quite apart from the debate about possible "control" of access on the part of China and Chinese companies.

The Sino-Vietnamese War was the third Indochina war, and contemporary Southeast Asia cannot be properly understood unless we acknowledge that the Vietnamese fought three, not two, wars to establish their current role in the region. The war was not about the Sino-Vietnamese border, as frequently claimed, but about China’s support for its Cambodian ally, the Khmer Rouge, and the book addresses US and ASEAN involvement in the effort to support the regime. Although the Chinese completed their troop withdrawal in March 1979, they retained their strategic goal of driving Vietnam out of Cambodia at least until 1988, but it was evident by 1984-85 that the PLA, held back by the drag of its ‘Maoist’ organization, doctrine, equipment, and personnel, was not an effective instrument of coercion. Chinese Military Strategy in the Third Indochina War will be of great interest to all students of the Third Indochina War, Asian political history, Chinese security and strategic studies in general.

Drawing on rarely accessed archival documents, Kosal Path explores this major change in Vietnamese leaders' objectives and strategies. Unlike most studies, which attribute the invasion to political elites' paranoia and imperial ambition over Indochina, Path argues that Hanoi's move was rational and strategic, intended to resolve its economic crisis and counter imminent threats posed by the Sino-Cambodian alliance by cementing its own alliance with the Soviet Union. As these costly efforts failed in the 1980s, Vietnamese thinking shifted from the doctrinal Marxist-Leninist ideology that had prevailed during the last decade of the Cold War to the approach that would come to characterize the post-Cold War era. Path traces the moving target of Vietnam's changing priorities: first from military victory to Socialist economic reconstruction in 1975-76; then to military confrontation in 1978-1984; and finally, in 1985-86, to the broad reforms dubbed Doi Moi ("renovation"), meant to create a peaceful regional environment for Vietnam's integration into the global economy. Book excerpt: In the 21st century, with China’s rise and the United States(U.S.)’ relative decline, the U.S.-China relationship together with strategic environment in Northeast Asia is changing. China is expanding its influence from Northeast Asia to Southeast Asia and Central Asia. As a result, China is forming a new type of ‘check and balance,’ and ‘cooperation and conflict’ with the U.S. in Southeast Asia and Russia in Central Asia. Such changes in China’s foreign relations policy and strategy as well as the strategic environment in Northeast Asia will have a higher possibility of influencing the unification on the Korean Peninsula. Therefore, it is necessary to precisely analyze the international situation surrounding the Korean Peninsula and to examine China’s foreign relations with countries in Northeast Asia, Central Asia and Southeast Asia. This research provides the analysis of China’s external relations policy in these three regions to understand the international circumstances surrounding the Korean Peninsula. The research aims to form the basis for the future unification diplomatic strategy. The first part of this book explains China’s major diplomatic relationships towards four East Asian countries: Japan, Russia, North Korea, and Taiwan. This chapter particularly provides a keen analysis of developments of each relationship and discusses how China initiates its diplomatic strategy and embodies its four major diplomatic relationships. Next part analyzes China’s aggressive foreign policy in Central Asia. This part suggests that China’s active policies towards Central Asian countries during the past decade is due to the increased importance of the region to China for the following aspects: national security, geopolitical location, energy and market. Considering the aforementioned factors, China’s enhanced influence in the region and intensified relations with the neighboring countries are mainly examined. The last part explores Southeast Asia’s foreign policy in the context of the rise of the G2 rivalry, focusing on Cambodia, Vietnam, and Myanmar. This part emphasizes the importance of Southeast Asia for the U.S. and China from a geopolitical perspective. Then, it goes on how each nation formed and developed its relationship with the U.S. and China, what each country’s national interest is, how they influence their foreign polices toward the two big giants, and how each country shape their policies in response to the conflictual and suspicious relationship between Washington and Beijing. In sum, this study provides an in-depth analysis of China’s overall diplomatic strategy. It is particularly significant for the policy-makers in South Korea and other countries to understand China’s external relations in the transitional situation on the East Asian regional level as well as on the global level.
